It is indeed a matter of great pride and pleasure for me to welcome you all in this two days National Workshop on Project Snow leopard being organized by the Government of Jammu & Kashmir, Department of Wildlife Protection at Leh with the support of Government of India, Ministry of Environment & Forests and in technical collaboration with the Nature Conservation Foundation and the International Snow Leopard Trust. I feel privileged to extend a very warm welcome to Thiru A. Raja, Hon’ble Union Minister of Environment and Forests, Government of India who has very kindly accepted our invitation to come all the way to Leh, amidst his otherwise extremely busy schedule for inauguration of this workshop. I also welcome his accompanying team of senior officers of the Ministry of Environment & Forests, Shri. J.C. Kala, Director General Forests & Special Secretary, Dr. Devendra Pandey, Director, Forest Survey of India and Dr Anmol Kumar, Deputy Inspector General Forests (Wildlife). Jenab Tariq Hameed Karra, Hon’ble Minister for Housing, Urban Development & Forests, Jammu & Kashmir State has been a constant source of inspiration and guidance to us in management of our forest & wildlife resources. He has taken a keen interest in planning for this very important workshop. I extend a warm welcome to him. We are fortunate to have amongst ourselves some leading elected representatives of the state - Shri Rigzin Zora, Hon’ble Minister for Power Development, Industries and Commerce, Jammu & Kashmir, Mr. Tsering Dorje, Chairman, Ladakh Autonomous Hill Development Council, Shri Thupten Chhewang, Hon’ble Member of Parliament, Ladakh and Shri P. Namgyal, Hon’ble MLC, Leh who have very kindly agreed to share their views on conservation of snow leopard and its habitat in this workshop being held at Leh today and tomorrow.
Towards Project Snow Leopard • 27 The Principal Chief Conservator of Forests, Chief Wildlife Wardens and other senior officers of the participating states namely Sikkim, Arunachal Pradesh, Himachal Pradesh and Uttranchal State have traveled all the way to Leh to attend this workshop. The Nature Conservation Foundation, Mysore and the International Snow Leopard Trust have extended their valued technical assistance in holding of this workshop. I extend my felicitations to them. Ladies and Gentlemen, I may give a little background about the necessity of holding this consultation workshop on Project Snow Leopard. As you are aware, the high altitudes of India harbour a unique wildlife assemblage and have high ecological, cultural, economic, and strategic importance for the nation. Ladakh region is unique in that its wildlife is not restricted within protected areas, but occurs across the entire landscape. Yet, these wildlife populations and their habitats of global importance have not received much conservation attention, and face serious threats. There is an urgent need for formulating a comprehensive wildlife conservation policy and action plan for the Indian high altitudes under the banner Project Snow Leopard. We have to collect and analyse the available scientific literature on ecology, society, and conservation issues in the Indian high altitudes that will enable launching of the Project Snow Leopard in such a way that it is scientifically robust, economically viable and socially responsible. I may recall at this stage that in October 1986, the Sixth International Snow Leopard Conference was jointly organized by the International Snow Leopard Trust, the Ministry of Environment and Forests, Government of India, and the Jammu & Kashmir State Wildlife Protection Department at Srinagar. It was then decided that a Project Snow Leopard will be launched on the pattern of project tiger and project elephant. This, however, could not take off till date. One of the reasons could perhaps be the disturbed and turbulent conditions that existed in the state for the past one and a half decades. This august gathering would be aware that nearly 60% of the India’s population of the snow leopard exists in Jammu & Kashmir. Revival of the peace and development process in the state will certainly pave way for launching of various important conservation projects including the Project Snow Leopard. With these words, I once again welcome the eminent dignitaries, distinguished guests, professional foresters, scientists and wildlife experts in this workshop. I am sure that this workshop will review various issues related to conservation of snow leopard and come out with pragmatic recommendations that will facilitate launching of the Project Snow Leopard. Thank you.
