Objectives of the National Workshop<br />

The main objectives of the national workshop were as follows:<br />

To enable experience sharing between the five high altitude states and the MoEF regarding the<br />

issues in high altitude wildlife conservation and the need for PSL.<br />

To formulate a draft document on PSL.<br />

To make a set of recommendations to the MoEF regarding the PSL, including the setting up<br />

of a national committee to draft the PSL Strategy and Action Plan, and follow-up the process<br />

to completion.<br />

Workshop Structure<br />

The national workshop in Leh, chaired by the Union Minister of Environment and Forests,<br />

Government of India, Thiru A. Raja, and hosted by the Hon’ble Minister for Housing, Urban<br />

Development, and & Forests, Jammu and Kashmir, Jenab Tariq Hameed Karra, saw the participation<br />

of leading members of the state polity and the top officials of the MoEF including the Director<br />

General (DG) of Forests as well as the Additional Deputy Inspector General (ADIG) of Forests,<br />

Government of India (Appendix 2, 3). In addition to the Principal Chief Conservators of Forests<br />

(PCCF) of Jammu & Kashmir and Uttaranchal, the five states were represented by their Chief Wildlife<br />

Wardens (CWLW) and senior officers of the forest and wildlife departments. Leading scientists<br />

from the Wildlife Institute of India, the <strong>Nature</strong> <strong>Conservation</strong> <strong>Foundation</strong>, and the International<br />

Snow Leopard Trust, assisted in guiding the workshop, which also saw the participation of several<br />

NGOs and the defence forces (Appendix 3).<br />

Inaugural session<br />

The inaugural session of the national workshop comprised of remarks and addresses in support of<br />

PSL by the dignitaries and organizers (Chapter 3). After the welcome address by Shri Najamus<br />

Saqib, IAS, Commissioner Secretary to Jammu & Kashmir Government Forest Department, Dr.<br />

Charudutt Mishra, Executive Director, <strong>Nature</strong> <strong>Conservation</strong> <strong>Foundation</strong>, gave a background to the<br />

concept and process of the PSL. Shri I. A. Khan, IFS, PCCF Jammu & Kashmir, then emphasized the<br />

urgent need for PSL, and offered all possible support. In the following address, Shri J.C. Kala, DG<br />

Forests and Special Secretary to Ministry of Environment and Forests, Government of India, while<br />

expressing the MoEF’s support for PSL, emphasized the important need to engage and partner with<br />

local communities under PSL. Shri Tsering Dorje, the Hon’ble CEC, Ladakh Hill Development<br />

Council, Ladakh, again emphasized the involvement of local communities in PSL, and requested<br />

that management of human-wildlife conflicts in the high altitudes be accorded high priority under<br />

PSL. In his address, Shri Rigzin Jora, the Hon’ble Minister for Power Development, Industries<br />

and Commerce, Jammu & Kashmir, emphasized on the importance of generating conservation<br />

awareness, the need to manage human-wildlife conflicts, and the importance of promoting human
