• Project Snow Leopard - A Concept Paper 11. to be made available to wildlife managers. Wildlife management in the region needs to be made participatory. Given the widespread occurrence of wildlife on common land, and the continued traditional land use within protected areas, it is imperative that wildlife conservation efforts be made participatory both within and outside protected areas. Such a participatory approach will be facilitated by the relatively intact and functional traditional administrative bodies such as the village councils in most of the high altitude landscape. The success of recent experiments in participatory conservation underscores the desirability and feasibility of participatory wildlife management in the Indian high altitudes. Objectives There is an urgent need to develop a policy document and action plan that will promote wildlife conservation while safeguarding the needs, interests, and long-term well-being of the local human communities in the Indian high altitudes. The landscape, its wildlife, and habitats are both unique and threatened. The region, as outlined above, also has high ecological, cultural, strategic, and economic importance for the nation. A recent body of knowledge of the region’s ecology and society will help make the policy scientifically robust, and ecologically and socially responsible. The specific objectives of the policy document will include: 1. 2. 3. 4. Rationalizing the existing protected area network and improving protected area management in the Indian high altitudes. This will include biologically and socially meaningful demarcation as well as zonation of existing protected areas, establishing new protected areas, developing ecologically and socially responsible management plans, developing a framework for participatory protected area management, and identifying means of providing greater resources to and capacity development of protected area managers and staff. Developing a framework for wildlife conservation outside protected areas and promoting ecologically responsible development. This will include developing ways of preserving and promoting peoples’ tolerance towards wildlife, as well as facilitating the continued persistence and recovery of wildlife populations on common land. This will also include identifying means of providing development assistance that will promote ecologically responsible development. These activities may also require land use zonation of the larger landscape (outside protected areas). Encouraging focused conservation and recovery programs for endangered species such as the snow leopard. This will include encouraging scientifically robust research (ecological and social), and using that knowledge for formulating and implementing participatory conservation programs at local and regional levels. Providing a framework for adaptive wildlife management. This will include means of

Providing a framework for better local understanding and management of human-wildlife conflict. This will include promoting better local understanding of human-wildlife conflicts through ecological and social research, and providing a framework that will allow for flexible and locally appropriate, community-based conflict resolution programmes.
