He reported that high proportions (generally above 70 %) of the available geographical area are forested in all states in the 2,000 to 3,000 m category compared to above 3,000 and below 2,000 m classes. In the concluding session, Dr. Charudutt Mishra, Executive Director NCF, presented the major recommendations emanating from the presentations and discussions which took place during the national workshop. These points were debated upon by the participants and a final set of thirteen recommendations was approved by the Chairman in consultation with the participants (Chapter 5). These recommendations were then to be forwarded to the Ministry of Environment and Forests, Government of India for further action. Key Points from discussions and suggestions of the participants Several issues were debated upon, and key points brought out during the two-day workshop. Some of these points, which are particularly relevant with respect to PSL, are listed below. The significant potential role of the armed forces in conservation efforts was discussed repeatedly during the workshop. Since all the range states possess international boundaries in their respective snow leopard habitats, the role of army was regarded crucial. The role played by the army in restoration of high altitude wetlands in Sikkim was also mentioned. Particular emphasis was given on the need to involve the army, the para-military forces, and the Border Roads Organization in conservation efforts under PSL. On a related note, the issue of trans-boundary conservation efforts was identified as a vital aspect of the efforts for PSL. Synchronizing the efforts for conservation of snow leopard between the states and with other range countries was considered of high value to provide a landscape level perspective to PSL. It was pointed out that PSL must learn from the experiences of other flagship species projects such the Project Tiger and Project Elephant. Recognizing the participatory approach to be followed under PSL, it was considered important that the PSL document be taken for state and local level consultations so that the feedback of NGOs, local communities, and other stakeholders could be incorporated before the strategy and action plan is finalized. Greater spread of the consultation process adopted for PSL by involving more stakeholders and ensuring their participation in the later stages was suggested. The inadequacy of research in the Eastern Himalayan states and its subsequent need was reiterated and institutions involved in this activity were requested to consider working more intensively in the states of Arunachal Pradesh and Sikkim. Participation of the stakeholders, especially the local communities, and flow of benefits to them through PSL was regarded crucial by all and emphasized in different forms and repeatedly. Unavailability of maps in regions of international boundaries located in the respective states hinders proper planning and implementation, and this was highlighted particularly by the state of Sikkim.
Towards Project Snow Leopard • 39 Need for community-based, scientifically informed management of human-wildlife conflicts was emphasized. The need for creating greater awareness among people and conservation education initiatives for a variety of target groups including policy and decision-makers was also stressed throughout the workshop.
