itself, and the other are some activities that may be part of the PSL, but can anyway be initiated as<br />
soon as possible. In the listing below, the consultations deal with the PSL development, while the<br />
other activities are those that may be taken up under the implementation of PSL or even initiates<br />
earlier. The listing contains the activity, organization(s) that will take the lead, the tentative time<br />
frame.<br />
5.1. Consultations<br />
5.1.1. Other State Departments (e.g. tribal development, animal husbandry, etc.) - at a<br />
later date; spreading awareness and seeking reactions once a relatively comprehensive<br />
document is drafted (HPFD, ISLT-NCF; Apr-May 05)<br />
5.1.2. Local communities and CBOs - > 3000 m as well as fringing areas; discussions should<br />
start at the outset; incorporate their views; also consulting local hunters (ISLT-NCF;<br />
Nov 04-Aug 05;)<br />
5.1.3. Local NGOs; this will help to incorporate a variety of social concerns and seek<br />
potential partners (same as communities)<br />
5.1.4. Tour operators at a later date: Tour operators need to be sensitized to the importance<br />
of nature and community friendly tourism. Their genuine business concerns also<br />
need to be incorporated. (HPFD; Dec-Feb 05)<br />
5.1.5. Forest Department field staff; while the concerns of a cross-section of wildlife staff<br />
were incorporated during this workshop, more local consultations with field staff<br />
need to be taken up (time as of community; HPFD, ISLT-NCF)<br />
5.2. Research and monitoring<br />
5.2.1. Natural resource mapping; a spatial database is an invaluable resource for conservation<br />
planning (HPFD, other institution to be identified later)<br />
5.2.2. Focused research on local institutions, resource use (together with natural resource<br />

5.2.3. Preliminary socio-economic baseline (especially demography and natural resource<br />

retention, alpine weed control (including local biological control), removal/ control<br />
