Based <strong>on</strong> the analytical work by ACG, it appears that there is no <strong>on</strong>e opti<strong>on</strong> that can be described<br />
as the ‘best’ opti<strong>on</strong>. Indeed, based <strong>on</strong> this ec<strong>on</strong>omic analysis, the ec<strong>on</strong>omic <strong>and</strong> envir<strong>on</strong>mental<br />
costs of the opti<strong>on</strong>s c<strong>on</strong>sidered outweigh the potential ec<strong>on</strong>omic <strong>and</strong> envir<strong>on</strong>mental benefits by a<br />
substantial margin.<br />
Major retailers <strong>and</strong> their representatives have indicated that they do not support a voluntary<br />
phase-out agreement as projected in Opti<strong>on</strong> I. Extending the ARA code in its current form, as<br />
