Despite recent plastic bag reducti<strong>on</strong>s by major supermarkets under the ARA code, <strong>and</strong> various<br />
nati<strong>on</strong>al <strong>and</strong> state government public awareness campaigns, the number of HDPE bags being<br />
issued is still likely to be just under 4 billi<strong>on</strong> a year, <strong>and</strong> as a c<strong>on</strong>sequence, the potential number of<br />
bags impacting <strong>on</strong> the envir<strong>on</strong>ment as litter may be approximately 1 percent of this or in other<br />
words 40 milli<strong>on</strong>.<br />
Calculating the number of bags that end up in the litter stream is complex <strong>and</strong> depends <strong>on</strong> the<br />
definiti<strong>on</strong>s <strong>and</strong> methodologies used. The ec<strong>on</strong>omic modelling provided by Allen C<strong>on</strong>sulting<br />
Group is based <strong>on</strong> a estimate of 40–60 milli<strong>on</strong> bags being littered in 2002, using inputs provided by<br />
Nolan-ITU. This differs from Nolan-ITU’s estimated aggregate of 50–80 milli<strong>on</strong> bags in 2002<br />
Since 2003, most efforts have focused <strong>on</strong> HDPE singlet-style bags, as these represent by far the<br />
most popular style of plastic carry bag used in Australia. Future acti<strong>on</strong>, however, may be<br />
necessary in relati<strong>on</strong> to other lightweight polymer bags (such as LDPE) to avoid simple<br />
substituti<strong>on</strong> of <strong>on</strong>e type of bag for another.<br />
