MMRF-Green<br />
MMRF-Green (M<strong>on</strong>ash Multi-Regi<strong>on</strong>al Forecasting-Green) is an<br />
ec<strong>on</strong>omic model used for modelling changes to the Australian<br />
ec<strong>on</strong>omy caused by ‘external shocks’ such as price increases, taxati<strong>on</strong><br />
changes, <strong>and</strong> dem<strong>and</strong> <strong>and</strong> supply changes. Technically it is a multiregi<strong>on</strong>al,<br />
dynamic computable general equilibrium (CGE) model.<br />

(NEPM)<br />
A NEPM is a broad, framework-setting, statutory instrument defined in<br />
the Nati<strong>on</strong>al Envir<strong>on</strong>ment Protecti<strong>on</strong> <str<strong>on</strong>g>Council</str<strong>on</strong>g> Act 1994.<br />
NEPMs outline agreed nati<strong>on</strong>al objectives for protecting or managing<br />
particular aspects of the envir<strong>on</strong>ment. They are similar to<br />
envir<strong>on</strong>mental protecti<strong>on</strong> policies in some state legislati<strong>on</strong>. NEPMs<br />
may c<strong>on</strong>sist of any combinati<strong>on</strong> of goals, st<strong>and</strong>ards, protocols, <strong>and</strong><br />
guidelines. Typically, a NEPM may c<strong>on</strong>tain a goal; <strong>on</strong>e or more<br />
st<strong>and</strong>ards; <strong>on</strong>e or more m<strong>on</strong>itoring <strong>and</strong> reporting protocols; <strong>and</strong> may<br />
also c<strong>on</strong>tain guidelines.<br />
NEPMs must relate to ambient air quality; ambient marine, estuarine<br />
<strong>and</strong> fresh water quality; the protecti<strong>on</strong> of amenity in relati<strong>on</strong> to noise;<br />
general guidelines for the assessment of site c<strong>on</strong>taminati<strong>on</strong>;<br />
envir<strong>on</strong>mental impacts associated with hazardous wastes; the re-use<br />
<strong>and</strong> recycling of used materials; <strong>and</strong> motor vehicle noise <strong>and</strong> emissi<strong>on</strong>s.<br />

The Nati<strong>on</strong>al Envir<strong>on</strong>ment Protecti<strong>on</strong> (Used Packaging Materials)<br />
Measure is designed to deal with free riders <strong>and</strong> n<strong>on</strong>-signatories who<br />
significantly c<strong>on</strong>tribute to the packaging waste stream, <strong>and</strong> is applied<br />
at the jurisdicti<strong>on</strong>al level through state-based regulati<strong>on</strong>.<br />

Covenant<br />
The Nati<strong>on</strong>al Packaging Covenant is a voluntary agreement between<br />
parties in all parts of the packaging supply chain, based <strong>on</strong> the<br />
principle of shared resp<strong>on</strong>sibility.<br />

The <str<strong>on</strong>g>Council</str<strong>on</strong>g> has overall resp<strong>on</strong>sibility for the implementati<strong>on</strong> <strong>and</strong><br />
management of the covenant. Membership of the council includes<br />
representatives from state <strong>and</strong> territory envir<strong>on</strong>ment departments,<br />
local government, <strong>and</strong> industry.<br />
