It should be noted that c<strong>on</strong>sumers may become c<strong>on</strong>diti<strong>on</strong>ed to paying the levy <strong>and</strong> the size of the<br />
levy may need revisi<strong>on</strong> over time to remain effective. Such is the case in Irel<strong>and</strong> where the Plastax<br />
has been increased from 15 to 22 eurocents (from $0.25 to $0.37 AUD 116 ) 117 .<br />
Opti<strong>on</strong> K: assumpti<strong>on</strong>s<br />
For the purposes of this cost-benefit analysis, this opti<strong>on</strong> is assumed to c<strong>on</strong>sist of<br />
the following features: 118<br />
Timing<br />
• plastic bag levy of additi<strong>on</strong>al $0.07 (total charge paid by c<strong>on</strong>sumer is<br />
$0.10 with the cost of the bag included) applied at the point of sale from 1<br />
January 2009.<br />
Industry<br />
• <strong>on</strong>e-off cost to all retailers in 2009 of $187 milli<strong>on</strong><br />
• <strong>on</strong>going costs to all retailers caused by increased transacti<strong>on</strong> times<br />
<strong>and</strong>/or administrati<strong>on</strong> costs (starting at $76 milli<strong>on</strong> in 2009 <strong>and</strong> linearly<br />
declining to $52 milli<strong>on</strong> in 2019 to capture improved administrative<br />
efficiency).<br />
• <strong>on</strong>going costs to retailers associated with in-store educati<strong>on</strong> <strong>and</strong><br />
promoti<strong>on</strong> (starting at $10 milli<strong>on</strong> in 2009 <strong>and</strong> linearly declining to<br />
nothing by 2019).<br />
• all other impacts modeled by MMRF Green<br />
Households<br />
• 80 percent reducti<strong>on</strong> in the c<strong>on</strong>sumpti<strong>on</strong> of plastic bags from 2009<br />
<strong>on</strong>wards, at $0.03 per plastic bag ($114 milli<strong>on</strong> in 2009).<br />
• offset by increase in the amount spent <strong>on</strong> plastic bags at the charged<br />
price, 20 percent of plastic bags at an additi<strong>on</strong>al $0.07 per bag<br />
($66 milli<strong>on</strong> in 2009)<br />
• reusable bags c<strong>on</strong>sumed as substitutes for 95 percent of plastic bags<br />
foreg<strong>on</strong>e, at a replacement rate of about 125 plastic bags for each<br />
reusable, at $1.40 per reusable ($40 milli<strong>on</strong> in 2009)<br />
• paper bags c<strong>on</strong>sumed as substitutes for 5 percent of plastic bags<br />
foreg<strong>on</strong>e, at a replacement rate of <strong>on</strong>e for <strong>on</strong>e, at $0.15 per bag<br />
($28 milli<strong>on</strong> in 2009)<br />
• bin liners c<strong>on</strong>sumed as substitutes for 100 percent of plastic bags<br />
foreg<strong>on</strong>e, at a replacement rate of <strong>on</strong>e for seven, at $0.05 per bin liner ($28<br />
milli<strong>on</strong> in 2009)<br />
