The ACG analysis found that implementing an escalating charge <strong>on</strong> plastic bags would provide a<br />
benefit of $266.28 milli<strong>on</strong> in net present value terms greater than the ‘no further government<br />
acti<strong>on</strong>’ opti<strong>on</strong> over the period from 2005 to 2016. However, the analysis also found that costs<br />
would be $1293.1 milli<strong>on</strong> greater over the same period when compared to the ‘no further<br />
government acti<strong>on</strong>’ opti<strong>on</strong>.<br />
A number of benefits from implementing this opti<strong>on</strong> (such as social benefits) have not been<br />
quantified. According to the ACG analysis, these unquantified benefits would need to be greater<br />
than $1026.80 milli<strong>on</strong> over the period before this opti<strong>on</strong> would be result in an improvement in<br />
social welfare.<br />
