to be tailored yet flexible enough to meet the needs of the regi<strong>on</strong> or jurisdicti<strong>on</strong> in which it is<br />

applied.<br />

Opti<strong>on</strong>s A-D are presented as individual opti<strong>on</strong>s however they might also be effective if<br />

introduced as part of a suite of approaches to reduce plastic bag litter. A broad litter strategy<br />

requires an integrated approach using a number of different measures – focusing <strong>on</strong> <strong>on</strong>e measure<br />

is unlikely to be effective. The following measures may assist in achieving a reducti<strong>on</strong> in litter if<br />

used as part of a coordinated framework:<br />

• Improve the enforceability of litter offences (Opti<strong>on</strong> A)<br />

• Increase penalties at State <strong>and</strong> local levels (although penalties may not be sufficient deterrents<br />

<strong>and</strong> if set too high may be open to legal challenge) (Opti<strong>on</strong> A)<br />

• Increase public awareness of the penalties <strong>and</strong> impacts of litter (Opti<strong>on</strong> B)<br />

• Target littering behaviour <strong>and</strong> increase enforcement activities (noting enforcement agencies<br />

would require appropriate resources <strong>and</strong> funding) (Opti<strong>on</strong> A)<br />

• Provide appropriate waste management infrastructure (Opti<strong>on</strong> D)<br />

• Maintain a clean envir<strong>on</strong>ment – i.e. do not allow litter to accumulate (Opti<strong>on</strong> C).<br />

Litter reducti<strong>on</strong> campaigns, which can be comprised of a range of activities, should be frequent<br />

<strong>and</strong> repeated to ensure the desired behaviour change does not revert back to previous patterns. 94<br />

Co-ordinati<strong>on</strong> <strong>and</strong> c<strong>on</strong>sistency in the anti-litter message is likely to be required across different<br />

communities <strong>and</strong> at a local level to maximise the effectiveness of the campaigns. The NSW<br />

experience with the “D<strong>on</strong>’t be a Tosser” campaign showed that as so<strong>on</strong> as the level of educati<strong>on</strong><br />

<strong>and</strong> awareness activity is reduced, litter levels start to increase again. This will have implicati<strong>on</strong>s<br />

for resourcing an effective litter abatement campaign.<br />

Opti<strong>on</strong> A: Enforcement<br />

Opti<strong>on</strong> A c<strong>on</strong>siders whether enforcement activity can be used to reduce plastic bag litter. Each<br />

jurisdicti<strong>on</strong> currently has broad litter-related legislati<strong>on</strong>, providing penalties for various littering<br />

offences. Enforcement of these provisi<strong>on</strong>s is often undertaken by state <strong>and</strong> local government<br />

authorised pers<strong>on</strong>nel. The following table indicates the types <strong>and</strong> scale of fines for littering in each<br />

jurisdicti<strong>on</strong>.<br />
