8.1.4 Government<br />

The main avenue for c<strong>on</strong>sultati<strong>on</strong> between the various levels of Australian government will be via<br />

the EPHC. Each jurisdicti<strong>on</strong> is obliged under the <str<strong>on</strong>g>Council</str<strong>on</strong>g> of Australian Government (<str<strong>on</strong>g>COAG</str<strong>on</strong>g>)<br />

processes to bring back whole-of-government advice before any final decisi<strong>on</strong> is taken by the<br />

EPHC.<br />

There has been no formal c<strong>on</strong>sultati<strong>on</strong> <strong>on</strong> these opti<strong>on</strong>s to date with local government. However, it<br />

should be noted that the Australian Local Government Associati<strong>on</strong> (ALGA) is represented <strong>on</strong> the<br />

EPHC <strong>and</strong> has been involved in discussi<strong>on</strong>s at EPHC <strong>on</strong> this issue.<br />

8.1.5 Envir<strong>on</strong>ment groups<br />

Although there has been interacti<strong>on</strong> between various levels of government <strong>and</strong> envir<strong>on</strong>mental<br />

organisati<strong>on</strong>s <strong>on</strong> plastic bags, dating from the involvement of Clean Up Australia <strong>and</strong> Planet Ark<br />

in the Working Group Report to the Nati<strong>on</strong>al Packaging Covenant <str<strong>on</strong>g>Council</str<strong>on</strong>g> in 2002, there has been<br />

no formal c<strong>on</strong>sultati<strong>on</strong> to date between representatives of government <strong>and</strong> envir<strong>on</strong>ment n<strong>on</strong>government<br />

organisati<strong>on</strong>s <strong>on</strong> the opti<strong>on</strong>s <strong>and</strong> costings c<strong>on</strong>tained in this RIS.<br />
