Local governments will <strong>of</strong>ten choose to exclude emissions sources that meet the following criteria:<br />

• Below the significance threshold. In the ICLEI reporting standard, emissions sources can be excluded<br />

from the analysis (e.g. are “de minimis”) if, when combined, the excluded emissions total less than 5%<br />

<strong>of</strong> the total <strong>of</strong> the emissions from the Community or Government <strong>Inventory</strong>. 31<br />

• Insufficient data or accepted standard methodology. The science is still evolving in many sectors,<br />

and accurate records or standards for measuring emissions are not always available. Examples include<br />

non-combustion industrial emissions sources or emissions from composting activities.<br />

• <strong>Emissions</strong> largely located outside the jurisdiction’s boundaries. These types <strong>of</strong> emissions could<br />

include such sources as aviation departing from local airports or regional transit emissions.<br />

In this inventory, the following emissions were below the significance threshold and were not included:<br />

• SF 6, perfluorocarbons (PFCs), and hydr<strong>of</strong>luorocarbon (HFCs) emissions<br />

• N 2 O emissions from transportation<br />

• <strong>Emissions</strong> <strong>of</strong> minor <strong>of</strong>f-road sources (those not included in the table above)<br />

• Stationary emissions from propane and diesel fuels<br />

31 Note: an inventory should include at least 95% <strong>of</strong> the emissions released by the government and community as a whole.<br />

Therefore, if a large number <strong>of</strong> small emissions sources occur within the jurisdiction, they cannot all be ignored.<br />
