Conducting a Monitoring <strong>Inventory</strong><br />

The purpose <strong>of</strong> this appendix is to assist <strong>San</strong> <strong>Diego</strong> <strong>County</strong> staff in conducting a monitoring inventory to measure<br />

progress against the baseline established in this inventory report. Conducting such an inventory represents milestone<br />

five <strong>of</strong> the Five- Milestone Process, and allows a local government to assess how well it is progressing toward<br />

achieving its emissions reduction targets.<br />

This inventory was conducted by ICLEI in conjunction with the Advance Planning Group in the Department <strong>of</strong><br />

Planning and Land Use at the <strong>County</strong> <strong>of</strong> <strong>San</strong> <strong>Diego</strong>, who provided resources and assisted in gathering data for the<br />

inventory. To facilitate a monitoring inventory, ICLEI has documented all <strong>of</strong> the raw data, data sources, and<br />

calculation methods used in this inventory. Future inventories should seek to replicate or improve upon the data and<br />

methods used in this inventory. Wherever possible, however, ICLEI strongly recommends institutionalizing internal<br />

data collection in order to be able to meet the recommended methods outlined in LGOP.<br />

E.1 ICLEI Tools for Local Governments<br />

ICLEI has created a number <strong>of</strong> tools for the <strong>County</strong> <strong>of</strong> <strong>San</strong> <strong>Diego</strong> to use to assist them in future monitoring<br />

inventories. These tools are designed to work in conjunction with LGOP, which is, and will remain, the primary<br />

reference document for conducting an emissions inventory. These tools include:<br />

• A “master data sheet” that contains most or all <strong>of</strong> the raw data (including emails), data sources,<br />

emissions calculations, data templates, notes on inclusions and exclusions, and reporting tools (charts<br />

and graphs and the excel version <strong>of</strong> LGOP reporting tool).<br />

• A copy <strong>of</strong> all electronic raw data, such as finance records or Excel spreadsheets.<br />

• LGOP reporting tool (included in the master data sheet and in Appendix B) that has all activity data,<br />

emissions factors, and methods used to calculate emissions for this inventory.<br />

• Sector-specific instructions that discuss the types <strong>of</strong> emissions, emissions calculations methods, and<br />

data required to calculate emissions from each sector, as well as instructions for using the data<br />

collection tools and calculators in the master data sheet.<br />

• The appendices in this report include detailed methodology for calculating emissions from Scope 3<br />

government-generated solid waste.<br />
