Affordable Homeownership Program<br />

The homeownership program is designed to assist low/moderate income families purchase their first home in the City of<br />
<strong>Oswego</strong>. The program prepares families for buying their first home by providing homebuyer education, credit counseling,<br />
and down payment/closing cost assistance. The availability of funds varies for the program For more specific guidelines<br />

Housing Rehabilitation assistance in the City of <strong>Oswego</strong> is provided to low-income owner-occupied properties, or rental<br />
properties where low/mod income families reside. The availability of funds varies for the program. For more specific<br />

The City of <strong>Oswego</strong> Section 8 Rental Assistance Program is a federally funded program that assists eligible low-income<br />
families, the elderly, disabled and handicapped pay a portion of their monthly rental payments based on household<br />
income and family composition. These rental subsidies allow families to obtain and maintain safe, decent and sanitary<br />
housing. There is a waiting list for this program. Applications are accepted Monday – Friday 9:00AM – 5:00PM<br />

SERVICES: Funded by the U.S. Department of Housing and Urban Development, this program provides Housing Choice Voucher<br />
(HCV – formerly Section 8) rental assistance to tenants of very low income households. Eligible individuals and families pay<br />
maximum of 40% of their adjusted gross income for rent and utilities. Program pays difference between tenant's payment and total<br />
costs of rent and utilities. The number of bedrooms allowed in units eligible for subsidy depends on the size of the family. Elderly<br />
and disabled persons are also eligible. The <strong>Oswego</strong> <strong>County</strong> Housing Assistance Program also offers additional programs within<br />
the overall HCV program. Eligible HCV participants can be involved in the Family Self-Sufficiency Program which is designed to<br />
assist families to become self-sufficient by prompting employment, increasing assets and reducing the dependence on public<br />
assistance and welfare. Also available is a first-time Homeownership Program in which the HCV rental assistance is converted to<br />
a mortgage assistance payment.<br />
