THE <strong>CUNY</strong> MASTER PLAN <strong>2012</strong>-<strong>2016</strong><br />

Part of the University’s attractiveness to students can no doubt be traced to the fact that even among<br />

public colleges and universities, <strong>CUNY</strong> continues to offer an exceptional value. In Academic Year (AY)<br />

2011-12, tuition at <strong>CUNY</strong> community colleges is $3,600 /year; tuition at <strong>CUNY</strong> senior colleges is<br />

$5,130/year. Compare these numbers to these national averages: $8,244 at public four-year institutions,<br />

$14,487 at for-profit institutions, and $28,500 at private non-profit colleges, with many colleges charging<br />

significant additional fees.<br />

For all of these reasons, <strong>CUNY</strong> plays a crucial role in the life and economy of both New York City and<br />

New York State. As of 2007, 54 percent of undergraduates and 46 percent of all college students in New<br />

York City were attending <strong>CUNY</strong>, and 80 percent of <strong>CUNY</strong> graduates are still in the New York City metropolitan<br />

region 10 years later. College Now, <strong>CUNY</strong>’s academic enrichment program for 20,000 high<br />

school students, is offered by <strong>CUNY</strong> campuses at more than 350 high schools. Online courses and programs<br />

are also offered by the individual colleges and by the School of Professional Studies to a rapidly<br />

growing population.<br />

Maintaining and enhancing <strong>CUNY</strong>’s quality during the past decade has been extremely challenging,<br />

not only due to <strong>CUNY</strong>’s growth, but due to the fact that this has been a period of declining public<br />

resources. However, <strong>CUNY</strong> has a unique opportunity to plan for the period of the current <strong>Master</strong> <strong>Plan</strong><br />

due to the unusual financial stability it will enjoy until <strong>2016</strong>.<br />

<strong>CUNY</strong> Financial Structure: Past Instability and Future Stability<br />

Although overall senior college full-time equivalent enrollments have increased by 9.6 percent over<br />

the last four years, state aid for the University’s operating budget sustained reductions totaling $300<br />

million during that same period. State base aid for the community colleges has been reduced by more<br />

than 20 percent over the last four years, while enrollment has increased by 26 percent.<br />
