No direct damages to the houses are expected to occur. Indirect damages are anticipated to be incurred by the residents and the City in cleaning up after flood events. This has been estimated as an average of $500 per property per year plus $1,000 per year for City input. Total indirect damages would therefore total an average of $7,000 per year. The present value of this amount is $175,000. Armour Road south of Moir Street - in this area, about 5 properties appear to be potentially flood vulnerable for events up to the 1 in 100 year storm. However, as discussed in Section 4.6.2.1, because of the superelevation of the buildings above the street, it appears that only driveways and landscaped areas would be affected for return periods up to 1 in 100 years. No direct damages to the houses and apartment buildings are expected to occur. Indirect damages are anticipated to be incurred by the residents and the City in cleaning up after flood events. This has been estimated as an average of $500 per property per year plus $1,000 per year for City input. Total indirect damages would therefore total an average of $3,500 per year. The present value of this amount is $87,500 using a discount factor of 4%. 4.8 SUMMARY OF FLOOD VULNERABILITY A detailed analysis has been completed of flood vulnerability in the Thompson Creek study area. This was divided into two components: flooding related directly to the Thompson Creek watercourse, and flooding from the local drainage systems which drain to Thompson Creek and directly to the Otonabee River. The main conclusions of these investigations are: 1. The level of flooding experienced in the Thompson Creek area during the July 2004 storm was relatively low with only a few occurrences of road overtopping, local ponding and basement flooding being reported. 2. The extent of flood vulnerability related to the Thompson Creek water course is low with no properties within either the 1 in 100 year storm flood line or the Regulatory flood line (the 193 mm Timmins Storm). Armour Road would be overtopped under such conditions but this is acceptable for a road of its classification. 3. Release of water from the Thompson Creek dam presents a potential flood risk to a number of properties west of Armour Road. It is recommended that the Trent Severn Waterway complete further studies of the risk involved and 14-06605-01-W01 City of Peterborough 91
Thompson Creek Detailed Flood Reduction Study City of Peterborough establish a policy restricting releases to a maximum level which avoids downstream flood damages. Similarly, it is recommended that a dam safety study be completed to assess stability of the dam and the risk under conditions of dam failure. 4. A limited number of areas were identified which are vulnerable to flooding from the local drainage system. In general, these involve nuisance flooding with direct damages to structures only likely for exceptionally rare events. Average annual flood damages were assessed based on indirect damages and range from $3,500 to $7,000 per year for these locations.
