Phase 2 of the Class EA process involves a number of steps including identifying all
reasonable alternative solutions to the problem, documenting the existing environment,
evaluating the alternative solutions and consulting with appropriate review agencies and
the public in order to identify the preferred solution. As part of the identification of the
preferred solution, i.e. the projects, programs and policies that will be included in the
Thompson Creek Flood Reduction Plan, a second Public Information Centre was held
to obtain comments from the public on the alternatives considered and the draft plan.
This occurred on May 23rd, 2007. The information presented at that meeting, the
comments received and the means by which they were addressed are all documented in
Appendix B.
Technical Advisory Committee (TAC) and Public Advisory Committee (PAC)
Two advisory committees were formed by the City of Peterborough to guide the
direction of the study and provide input from agency and public stakeholders. The
Technical Advisory Committee (TAC) consisted of representatives of various
departments of the City of Peterborough, the County of Peterborough, the Otonabee
Region Conservation Authority (ORCA), the Ministry of Natural Resources (MNR),
the Trent Severn Waterway (TSW) and the Department of Fisheries and Oceans Canada
(DFO). Members are listed in Table 1.1. A Public Advisory Committee (PAC) was
formed during the completion of the city-wide Flood Master Plan. It was originally
intended to continue and be common to all of the subsequent detailed flood studies
including the Thompson Creek study. However, the PAC was disbanded prior to
completion of this study.
Issuance of Notice of Completion
A formal Notice of Study Completion was published in the media in July, 2007. It was
also sent directly to relevant agencies and all members of the public who had requested
to be included on the project mailing list. The notice advised of the availability of the
draft Thompson Creek Detailed Flood Reduction Study Report. The document was
made available to the public for the statutory 30 day review period. Documentation of
these actions, comments received by the expiry date of that period and the means by
which they were addressed is also provided in Appendix B.
In compliance with the Class EA requirements, this report includes a description of the
project and its purpose, identification of alternatives, inventory of natural, social and
