20. “Confirmed Disease Outbreak” means a <strong>food</strong>borne disease outbreak in which<br />

laboratory analysis of appropriate specimens identifies a causative agent <strong>and</strong><br />

epidemiological analysis implicates the <strong>food</strong> as the source of the illness.<br />

21. “Corrosion-Resistant Materials” means a material that maintains acceptable surface<br />

cleanability characteristics under prolonged influence of the <strong>food</strong> to be contacted, the<br />

normal use of cleaning compounds <strong>and</strong> sanitizing solutions, <strong>and</strong> other conditions of the<br />

use environment.<br />

22. “Critical Control Point” means any point in a <strong>food</strong> preparation process at which loss of<br />

control might result in an unacceptable consumer health risk.<br />

23. “Critical Item” means a provision of these <strong>rules</strong> <strong>and</strong> regulations that, if in<br />

noncompliance, is more likely than other violations to contribute to <strong>food</strong> contamination,<br />

illness, or an environmental health hazard. These are items denoted in these <strong>rules</strong> <strong>and</strong><br />

regulations with an asterisk *.<br />

24. “Critical Limit” means the maximum or minimum value to which a physical, biological,<br />

or chemical parameter must be controlled at a critical control point to minimize the risk<br />

that the identified <strong>food</strong> safety hazard may occur.<br />

25. “Cross-Connection” means any connection or arrangement, physical or otherwise,<br />

between a potable water supply system <strong>and</strong> any plumbing fixture or any tank, receptor,<br />

equipment or device, to which it may be possible for non-potable, used, unclean, polluted<br />

or contaminated water, or other substances, to enter any part in such potable water system<br />

under any condition.<br />

26. “Cross Contamination” means the transfer of harmful bacteria to <strong>food</strong> from other <strong>food</strong>s,<br />

such as raw or undercooked animal products, to cutting boards, utensils, etc. if they are<br />

not h<strong>and</strong>led properly.<br />

27. “Cut Leafy Greens” means fresh leafy greens whose leaves have been cut, shredded,<br />

sliced, chopped, or torn. The term "leafy greens" includes iceberg lettuce, romaine<br />

lettuce, leaf lettuce, butter lettuce, baby leaf lettuce (i.e., immature lettuce or leafy<br />

greens), escarole, endive, spring mix, spinach, cabbage, kale, arugula <strong>and</strong> chard. The term<br />

"leafy greens" does not include herbs such as cilantro or parsley.<br />

28. “Department” means the Colorado Department of Public Health <strong>and</strong> Environment, <strong>and</strong><br />

its authorized employees as well as any county or district board of health who have been<br />

delegated the powers <strong>and</strong> duties described in Sections 25-4-1604(1)(a), (c), (d) <strong>and</strong> (h)<br />

C.R.S.<br />

29. “Drinking Water”<br />

a. "Drinking Water" means water that meets criteria as specified in section 25-<br />

1.5-2, C.R.S., Colorado Primary Drinking Water Regulations<br />

b. "Drinking Water" is traditionally known as "potable water."<br />

c. "Drinking Water" includes the term "water" except where the term used<br />

connotes that the water is not potable, such as "boiler water," "mop water,"<br />

"rainwater," "wastewater," <strong>and</strong> "nondrinking" water.<br />

30. “Dry Storage Area” means a room or area designated for the storage of packaged or<br />

containerized bulk <strong>food</strong> that is not potentially hazardous (time <strong>and</strong> temperature control<br />

for <strong>food</strong> safety) <strong>and</strong> dry goods such as single-service items.<br />
