There are serious weaknesses in the old certification system<br />
f<strong>or</strong> drivers and vehicle roadw<strong>or</strong>thiness in the country which<br />
contributes to the current level <strong>of</strong> road crashes. The<br />
Government will ensure that the certification system f<strong>or</strong><br />
drivers and vehicle roadw<strong>or</strong>thiness is developed through a<br />
consultative process, and that it is transparent and made<br />
public. In connection with this requirement, the Government<br />
will set up a Driver and Vehicle Examination and Licensing<br />
Agency under the Ministry <strong>of</strong> Infrastructure Development.<br />
The Agency will have appropriate mandate and proper legal<br />
backing and will be self-financing and will be equipped and<br />
staffed with appropriate trained permanent staff to discharge<br />
its roles and functions.<br />

The Government will create and maintain full public and political<br />
attention and supp<strong>or</strong>t to road safety initiatives and will create<br />
road safety knowledge and awareness amongst the population<br />
through education, training and publicity campaigns;<br />
The <strong>Road</strong> <strong>Safety</strong> Board will collab<strong>or</strong>ate with the Police<br />
and other key stakeholders in developing a functional and<br />
sustainable crash data rep<strong>or</strong>ting and analysis system that<br />
can provide the necessary inf<strong>or</strong>mation f<strong>or</strong> road safety<br />
activities, research and evaluation. Key stakeholders will be<br />
provided with copies <strong>of</strong> the database and updates so that<br />
they can access and analyze the data as they wish;<br />
The <strong>Road</strong> <strong>Safety</strong> Board shall f<strong>or</strong>mulate research pri<strong>or</strong>ities<br />
to allow f<strong>or</strong> rapid generation <strong>of</strong> knowledge, issues and<br />
inf<strong>or</strong>mation on road safety. The existing research structures<br />
shall be utilized f<strong>or</strong> road safety research and researchers<br />
shall translate research findings into easily understandable<br />
language f<strong>or</strong> public consumption.<br />
Enf<strong>or</strong>cement and Legislation<br />
(a)<br />
The multiplicity <strong>of</strong> laws, decrees and regulations constitutes<br />
a source <strong>of</strong> confusion with the risk <strong>of</strong> overlapping jurisdiction,<br />
policies and inconsistent provisions governing the same<br />
subject. In addition, regulation <strong>of</strong> road safety through a<br />
number <strong>of</strong> regulations and decrees has not anch<strong>or</strong>ed the<br />
