and efficient transp<strong>or</strong>tation system, the following text outlines<br />
qualitative and quantitative road safety goals. In the future, with<br />
improved statistics and better knowledge about the expected effects<br />
from different countermeasures, these goals may be revised. Based on<br />
the mission <strong>of</strong> road safety, the main road safety policy goals are to:-<br />
(a)<br />
Qualitative Goal<br />
To continually reduce the occurrence and<br />
severity <strong>of</strong> road crashes and consequently the<br />
level <strong>of</strong> fatalities and injuries in an efficient<br />
and pr<strong>of</strong>essional manner.<br />
This goal requires commitment and dedicated continuous actions<br />
to reduce the number <strong>of</strong> road crashes and their consequences.<br />
Additionally, it means that road safety w<strong>or</strong>k should be perf<strong>or</strong>med in<br />
a well-<strong>or</strong>ganized way through development programmes, strategic<br />
action plans and by the monit<strong>or</strong>ing <strong>of</strong> activities in close partnership<br />
with the different stakeholders to ensure optimal efficiency.<br />
(b)<br />
Quantitative Goal<br />
To reduce road deaths by at least 25% by 2015,<br />
taking 2008 as the base year<br />
With anticipated annual growth in road traffic and human population,<br />
this will necessitate a strong commitment. In <strong>or</strong>der to put these<br />
goals into focused policy with pri<strong>or</strong>ities and a clear action plan, the<br />
succeeding sections set out the road safety problem and describe<br />
current situation as well as some special considerations that will<br />
affect road safety.<br />
4.5 <strong>Road</strong> <strong>Safety</strong> C<strong>or</strong>e Values<br />
Transparency, Accountability, Team W<strong>or</strong>k, Pr<strong>of</strong>essionalism, Diligence<br />
and Integrity.<br />
4.6 Principles<br />
This policy takes into consideration the <strong>National</strong> Development<br />
Strategy (Vision 2025), the Millennium Development Goals (MDGs -<br />
2015), the <strong>National</strong> Transp<strong>or</strong>t <strong>Policy</strong>, the <strong>National</strong> Poverty Reduction<br />
Strategy (Mkukuta) and the <strong>National</strong> Ref<strong>or</strong>m Program.<br />
