Objectives<br />
• To produce safe drivers trained in defensive driving<br />
techniques and attitudes;<br />
• To streamline driver testing and licensing in <strong>or</strong>der to<br />
have competent drivers on public roads;<br />
• To comply with regional protocols.<br />
(c)<br />
<strong>Policy</strong> Directions<br />
• The Driver and Vehicle Examination and Licensing<br />
Agency in collab<strong>or</strong>ation with the <strong>Road</strong> <strong>Safety</strong> Board shall<br />
initiate new driver education and testing (which leads to<br />
certification) to expose learner drivers to the principles<br />
<strong>of</strong> road safety. These principles would include defensive<br />
driving; the roles <strong>of</strong> speed, alcohol and drugs in crashes;<br />
the value <strong>of</strong> safety device use; road rage coping skills;<br />
night driving; the imp<strong>or</strong>tance <strong>of</strong> route planning and time<br />
scheduling;<br />
• The Government shall facilitate the standardization <strong>of</strong><br />
the training manual f<strong>or</strong> drivers;<br />
• The Government shall streamline driver examination and<br />
licensing, and facilitate the transfer <strong>of</strong> the certification<br />
and supervision <strong>of</strong> driving schools from the traffic law<br />
enf<strong>or</strong>cement institution to the new Driver and Vehicle<br />
Examination and Licensing Agency. In tandem with<br />
this, the Government shall separate driver testing and<br />
licensing from traffic law enf<strong>or</strong>cement and tax collection<br />
institutions in <strong>or</strong>der to institute accountability and to<br />
comply to requirements <strong>of</strong> signed regional protocols on<br />
road safety, and establish an independent Driver and<br />
Vehicle Examination and Licensing Agency;<br />
• The Government shall introduce a m<strong>or</strong>e effective and<br />
efficient licensing procedure and vig<strong>or</strong>ously pursue the<br />
creation <strong>of</strong> a computerized <strong>National</strong> Roster f<strong>or</strong> all driving<br />
licence holders;<br />
