• There is a po<strong>or</strong> c<strong>or</strong>relation between travel pattern,<br />
land use plans and the social economic activities <strong>of</strong> the<br />
city residents i.e the concept <strong>of</strong> creating an enabling<br />
environment f<strong>or</strong> a livable city is not adequately<br />
considered during the course <strong>of</strong> development f<strong>or</strong> most<br />
<strong>of</strong> urban areas in different cities <strong>of</strong> this country;<br />
• Po<strong>or</strong> condition <strong>of</strong> some passenger buses due to lack <strong>of</strong><br />
periodic inspection by the relevant auth<strong>or</strong>ities;<br />
• Unsatisfact<strong>or</strong>y condition <strong>of</strong> some roads in the country,<br />
and some roads are too narrow to allow safe overtaking<br />
by other drivers when overtaking.<br />
(b)<br />
Objective<br />
To encourage safe transp<strong>or</strong>t <strong>of</strong> passengers and goods, use <strong>of</strong><br />
high occupancy vehicles f<strong>or</strong> public transp<strong>or</strong>t e.g Articulated<br />
bus transp<strong>or</strong>t, Railways transp<strong>or</strong>t, marine vessels etc<br />
to reduce congestion and minimize emotion altitudes <strong>of</strong><br />
drivers.<br />
(c)<br />
<strong>Policy</strong> Directions<br />
• The Government shall encourage development towards<br />
‘transp<strong>or</strong>t quality’ with road safety as one imp<strong>or</strong>tant<br />
criterion;<br />
• The Surface and Marine Transp<strong>or</strong>t Regulat<strong>or</strong>y Auth<strong>or</strong>ity,<br />
in collab<strong>or</strong>ation with Police shall introduce modern<br />
periodic inspections <strong>of</strong> all passenger service vehicles<br />
as soon as possible, and intensify roadside checks and<br />
inspections;<br />
• The Surface and Marine Transp<strong>or</strong>t Regulat<strong>or</strong>y Auth<strong>or</strong>ity<br />
will set up standards f<strong>or</strong> safe public transp<strong>or</strong>t and enf<strong>or</strong>ce<br />
the requirements effectively. In addition, the Surface<br />
and Marine Transp<strong>or</strong>t Regulat<strong>or</strong>y Auth<strong>or</strong>ity shall enhance<br />
public education about safety <strong>of</strong> vehicles and roads, f<strong>or</strong><br />
example, will help to generate consumer demand f<strong>or</strong><br />
improved safety in both these areas. This will challenge<br />
the producers and imp<strong>or</strong>ters <strong>of</strong> vehicles and the builders<br />
