4.0 OBJECTIVES (MAIN GOALS AND SPECIFIC<br />
OBJECTIVES), VISION, AND MISSION OF THE<br />
NATIONAL ROAD SAFETY POLICY<br />
4.1 <strong>National</strong> Macro Economic Goal<br />
The long term <strong>National</strong> Vision 2025 development goal is to raise<br />
the standard <strong>of</strong> living <strong>of</strong> Tanzanians to a typical medium-level<br />
developed country. The critical components <strong>of</strong> the goal include<br />
among others:-<br />
(a)<br />

(c)<br />
(d)<br />
to ensure sustainable development on inter-generation<br />
equity basis, such that the present generation derives<br />
benefits from the rational use <strong>of</strong> resources <strong>of</strong> the country<br />
without compromising the needs <strong>of</strong> the future;<br />
to build a strong, resilient and competitive economy capable<br />
<strong>of</strong> adapting to technological and market changes in the<br />
w<strong>or</strong>ld economy;<br />
to satisfy the basic needs <strong>of</strong> people, eradicating poverty<br />
and ensuring availability <strong>of</strong> productive employment<br />
opp<strong>or</strong>tunities;<br />
to avail equal opp<strong>or</strong>tunity to all citizens to participate in<br />
and contribute to the development <strong>of</strong> the nation, paying<br />
particular attention to gender balance. The fundamental<br />
targets <strong>of</strong> the 2025 Vision include the following:-<br />
(i) to attain high levels <strong>of</strong> domestic savings, investment<br />
and labour productivity through appropriate<br />
monetary policies;<br />
(ii) to achieve a GDP growth rate <strong>of</strong> 8% <strong>or</strong> m<strong>or</strong>e per<br />
annum;<br />
(iii) to achieve an adequate level <strong>of</strong> physical infrastructure<br />
needed to cope with the requirements <strong>of</strong> the vision<br />
in all sect<strong>or</strong>s; and<br />
(iv) to treat education as a strategic change agent.<br />
On the other hand, Tanzania’s Millennium Development Goal No<br />
1 aims to eradicate extreme poverty and hunger in Tanzania to<br />
half the percentage <strong>of</strong> people living in extreme poverty by 2015.<br />
This requires the economy to grow by 4 – 5% every year. In<br />
addition, the Millennium Development Goal No 7 aims at ensuring<br />
environmental sustainability by integrating principles <strong>of</strong> sustainable<br />
