• There is currently no mandat<strong>or</strong>y system f<strong>or</strong> checking<br />
the roadw<strong>or</strong>thiness <strong>of</strong> vehicles;<br />
• There is a lack <strong>of</strong> inspection facilities, equipment and<br />
trained personnel;<br />
• The general standard <strong>of</strong> vehicle fitness is po<strong>or</strong>. Cost<br />
is a fact<strong>or</strong>, but there is also a lack <strong>of</strong> reliable garages<br />
and repair shops. The Police inspect some vehicles but<br />
the inspection process is primarily visual and liable<br />
to inconsistencies. Experience suggests that the po<strong>or</strong><br />
condition <strong>of</strong> many vehicles, despite display <strong>of</strong> a “pass”<br />
disc <strong>or</strong> sticker, must throw doubt about the quality <strong>or</strong><br />
vig<strong>or</strong> <strong>of</strong> display;<br />
• There is no reliable data on the number <strong>of</strong> vehicles<br />
registered, inspected and insured;<br />
• The design standards and specifications f<strong>or</strong> public<br />
transp<strong>or</strong>t vehicles should ensure safety, security and<br />
comf<strong>or</strong>t to all road users including disadvantaged groups<br />
such as elderly people, people with disabilities and<br />
children. Most <strong>of</strong> the existing public transp<strong>or</strong>t vehicles<br />
do not accommodate the needs <strong>of</strong> the disadvantaged<br />
groups;<br />
• Presently, there are four government ministries<br />
responsible f<strong>or</strong> vehicle inspections namely, the Ministry<br />
<strong>of</strong> Finance is responsible f<strong>or</strong> vehicle registration whose<br />
objective is purely to collect taxes related to vehicles;<br />
Ministry <strong>of</strong> Home Affairs is responsible f<strong>or</strong> vehicle<br />
inspections with regard to roadw<strong>or</strong>thiness; the Ministry<br />
<strong>of</strong> Infrastructure Development is responsible f<strong>or</strong> vehicle<br />
transp<strong>or</strong>t licensing and vehicle weight and axle load<br />
control; and the Ministry <strong>of</strong> Industry, Trade and Marketing<br />
which is responsible f<strong>or</strong> control <strong>of</strong> imp<strong>or</strong>tation <strong>of</strong> used<br />
vehicles. There is lack <strong>of</strong> co<strong>or</strong>dination among the four<br />
ministries and as a result there is no adequate control<br />
on the roadw<strong>or</strong>thiness <strong>of</strong> vehicles.<br />
