<strong>Investment</strong> <strong>Policy</strong> <strong>Review</strong> of <strong>Rwanda</strong><br />
in the Democratic Republic of the Congo, which borders the Parc National des Volcans. Visits virtually<br />
stopped in 1994, and only started recovering in 1998 (figure III.6). Total visits to national parks were<br />
16 500 in 2003, still short of the number in 1988-1989. Travel receipts, in turn, have recovered faster and<br />
far surpassed the average of the 1980s at $43 million in 2004. Much of this is not related to “leisure”<br />
tourism, however, but rather to the increase in business travel, and more significantly still to the large<br />
presence of foreign aid organizations and international NGOs.<br />
Vision 2020 accords the tourism industry high priority for a number of reasons: (1) it can be a<br />
major source of employment and poverty reduction; (2) it can decentralize economic activity; and (3) it<br />
generates foreign exchange earnings. The Ministry of Commerce, Industry, <strong>Investment</strong> Promotion, Tourism<br />
and Cooperatives has developed a comprehensive tourism policy, which constitutes a sound evaluation of<br />
the constraints and opportunities of the tourism sector. The key aspects of the policy are:<br />

A decision to target high-end, high-cost eco-tourism, and to stay away from mass tourism;<br />
A recognition that <strong>Rwanda</strong> must market itself through a regional eco-tourism circuit and seek to<br />
lengthen the stays of visitors who come for gorilla watching and business;<br />
A recognition of the high cost of <strong>Rwanda</strong> as a destination, the unsatisfactory quality of services 87<br />
and a persistent image problem;<br />
A recognition that private investment must drive the development of the sector, under improved<br />
regulatory supervision by the Government.<br />
