tribute to him every year. The other was Caeser who controlled Syria,<br />

Byzantium and the adjoining territories. Kings of Egypt, North<br />

African potentates, and other African rulers were under him and paid<br />

him the tribute.65<br />

176. Demolishing the empires of these two powers and gaining control<br />

over their dominions was, at that time, tantamount to dominating<br />

the whole world. Their customs of luxurious living were prevalent<br />

in all the areas that were controlled by them. A change in these<br />

customs and deterring people of these dominions from them was<br />

like awakening all areas about these things, even though they might<br />

have subsequently deviated from the required course. HarmazrIn had<br />

pointed to some of these aspects when 'Umar (may God be pleased<br />

with him) consulted him with regard to the soldiers of ~ ersia.~~ As<br />

to the rest of the areas situated far from the [realm of] balanced temperament,<br />

they did not count much in the universal expediency. That<br />

was why the Prophet (peace be upon him) said: "Spare the Turks as<br />

long as they spare you, and leave the Ethiopians as long as they leave<br />

177. In short, when God willed to set the deviating community straight,<br />

and to raise a religious community (ummah) for mankind that would<br />

enjoin good to them and forbid evil and change their corrupt practices,<br />

it was all contingent upon the fall of these two empires. The<br />

above objective was possible to attain only by addressing the conditions<br />

of these two empires, because their typical conditions had<br />

more or less permeated all the virtuous realms. Therefore, God decreed<br />

their fall and the Prophet (peace be upon him) foretold this fall<br />

in these words: "...Chosroes are doomed to perish, and there shall<br />

never be any Chosroes thereafter. The Ceasers are doomed to perish<br />

and there shall never be any Ceasers thereafter".68<br />

178. Accordingly, Truth was revealed in order to subdue every falsehood.<br />

This was realized by the triumph of the Prophet (peace be upon him)<br />

and his Companions over the falsehood of the Arabs, and the triumph<br />

of the Arabs (Muslims) over the falsehood of these empires. In the<br />

same way, the triumph of the True Religion over the rest of the world<br />

was achieved by the conquest of both these empires, and God's is the<br />

strong argument.<br />

179. Further, one of these principles is that his (the Prophet's)teaching<br />

of Religion is integral to the establishment of 'general vicegerency'
