which He has chosen for them, and that He will surely give them<br />

security in exchange after their fear. They will serve Me, not associating<br />

aught with Me. And whoever is ungrateful after this, they are<br />

the transgre~sors".'~~<br />

2.14. One of these conditions is that he [i.e. the khalllfah] should be a<br />

Qurashi. The Prophet has said: "The leaders are from amongst the<br />

~ura~sh"."~ The reason warranting this qualification is that the<br />

Truth which God has manifested through the Prophet (peace be upon<br />

him) was revealed in the language of the Quraysh, and in keeping<br />

with their customs and conventions. Most of the quantifications of<br />

'ibadat and specified punishments were those that were already in<br />

vogue among them. Also, many of the injunctions were laid down<br />

against the background provided by their society. That was why they<br />

were able to adopt and uphold them more than any other people<br />

among manlund.<br />

215. Additionally, the Quraysh were the Prophet's own people and group.<br />

They had nothing to take pride except in the exaltation of the Religion<br />

of Muhammad (pace be upon him). Religious zeal was thus<br />

combined for them with a passion for race. Therefore, they provided<br />

the most suitable milieu for the establishment of, and adherence to,<br />

the revealed code of law.<br />

216. Moreover, the khalgah should be an individual from whose obedience<br />

people do not desist in consideration of his noble birth and high<br />

morals. For often those without noble birth are regarded as worthless<br />

and contemptible by the commonalty. Also he [i.e. the khal$ah]<br />

should be from amongst those who are known for enjoying prestigious<br />

and leading positions in the society, and whose group has a<br />

practical experience of marshalling people and conducting war and<br />

whose people are strong and prepared to protect and support him<br />

and dedicate their lives for his sake. All these qualities were not<br />

combined except in Quraysh, particularly after the investiture of the<br />

Prophet (peace be upon him) by God to carry out His mission and<br />

the rise of the Quraysh to a position of honour as a result thereof.<br />

217. It was to this fact that Abti Bakr al-Siddiq (may God be pleased<br />

with him) was referring when he said: "This mission shall not rise<br />

to prominence except through Quraysh who dwell in the middle of<br />

Arabia ..."'ll
