A year after the publication of the White Paper, the context for the structural aspects
of these recommendations altered with the introduction of the Vocational Education

(Amendment) Act 2001. This Act brought in changes to the structures of Vocational
Education Committees (VEC), increasing their powers locally. The National Adult
Learning Council and associated local structures have not yet been implemented.
In Cork City, as in other parts of the country, the ad hoc local Adult Education Board
remains in place.
However, a Community Education Facilitator has been appointed by the City of Cork
VEC. In addition, a Community Education Network Forum has been established since
2001 and networks of community­based groups providing adult education throughout
the city have been set up and strengthened in response to other recommendations in
the White Paper.
There are now 11 networks in Cork: ten based in local areas and one city­wide,
