The INDEST consortium helps IISc <strong>and</strong> <strong>India</strong>n Institutes of Technology (level 1 Institutions),<br />

National Institutes of Technology, <strong>India</strong>n Institutes of Management <strong>and</strong> <strong>India</strong>n<br />

Institutes of Science, Education <strong>and</strong> Research (level 2) <strong>and</strong> private eng<strong>in</strong>eer<strong>in</strong>g colleges<br />

(level 3) <strong>in</strong> negotiat<strong>in</strong>g with overseas publishers <strong>for</strong> group subscriptions <strong>to</strong> journals.<br />

There are other consortia which cover labora<strong>to</strong>ries <strong>and</strong> universities <strong>in</strong>stitutions under<br />

ICAR, labora<strong>to</strong>ries under CSIR, labora<strong>to</strong>ries under DAE, etc. The INFLIBNET consortium<br />

of UGC works with universities.<br />

While the number of journals <strong>India</strong>n <strong>in</strong>stitutions can access has <strong>in</strong>creased considerably,<br />

one wonders whether our scientists, professors <strong>and</strong> students have taken full advantage<br />

of this development. There are people who believe that the transaction has benefited<br />

the publishers, whose representatives <strong>in</strong> <strong>India</strong> are market<strong>in</strong>g their journals <strong>and</strong> databases<br />

aggressively, more than the <strong>India</strong>n researchers. A study carried out at a premier <strong>in</strong>stitution<br />

revealed that many journals have not been used at all by faculty <strong>and</strong> students <strong>in</strong> several<br />

years. In another <strong>in</strong>stance, the senior librarian of a national labora<strong>to</strong>ry under a research<br />

council <strong>to</strong>ld us that they were pay<strong>in</strong>g more than Rs 20 million <strong>for</strong> a consortium<br />

subscription of a multidiscipl<strong>in</strong>ary database, but not many people are us<strong>in</strong>g the<br />

database. We are not argu<strong>in</strong>g that <strong>in</strong><strong>for</strong>mation published <strong>in</strong> those journals or the database<br />

is useless. There is a case <strong>for</strong> <strong>in</strong>creas<strong>in</strong>g awareness among <strong>India</strong>n researchers of the importance<br />

of <strong>in</strong><strong>for</strong>mation <strong>and</strong> there is a need <strong>for</strong> focused short-term tra<strong>in</strong><strong>in</strong>g programmes<br />

<strong>in</strong> scholarly communication.<br />

Some consortia adm<strong>in</strong>istra<strong>to</strong>rs attribute the <strong>in</strong>crease <strong>in</strong> the number of papers published<br />

by <strong>India</strong>n researchers <strong>in</strong> recent years <strong>to</strong> the large number of journals researchers<br />

can access onl<strong>in</strong>e. This conclusion is farfetched. Writ<strong>in</strong>g a research paper <strong>and</strong> gett<strong>in</strong>g it<br />

published is at the end of a long process, start<strong>in</strong>g from th<strong>in</strong>k<strong>in</strong>g up an idea, obta<strong>in</strong><strong>in</strong>g<br />

funds, per<strong>for</strong>m<strong>in</strong>g experiments, <strong>and</strong> so on. The <strong>in</strong>crease <strong>in</strong> the published output is probably<br />

due <strong>to</strong> the <strong>in</strong>crease <strong>in</strong> funds allocated <strong>for</strong> R&D by the government.<br />
