Chapter 7: Recommendations<br />
I<br />
We recommend that all publicly funded research <strong>in</strong> <strong>India</strong> should be made open<br />
access. This could be achieved by:<br />
1. Each research per<strong>for</strong>m<strong>in</strong>g <strong>in</strong>stitution sett<strong>in</strong>g up an <strong>in</strong>teroperable <strong>in</strong>stitutional<br />
reposi<strong>to</strong>ry, where all authors will be required <strong>to</strong> deposit the full text of each one of their<br />
papers <strong>in</strong> its f<strong>in</strong>al accepted <strong>for</strong>m immediately on acceptance; if there is a publisher<br />
embargo, one could still deposit the post-pr<strong>in</strong>t immediately us<strong>in</strong>g the Immediate<br />
Deposit/Optional <strong>Access</strong> (ID/OA) model.<br />
2. The heads (or the board of management) of each research per<strong>for</strong>m<strong>in</strong>g <strong>in</strong>stitution<br />
(such as <strong>in</strong>dividual universities <strong>and</strong> labora<strong>to</strong>ries) m<strong>and</strong>at<strong>in</strong>g open access <strong>to</strong> all research<br />
publications orig<strong>in</strong>at<strong>in</strong>g <strong>in</strong> the <strong>in</strong>stitution [these m<strong>and</strong>ates can come from the faculty, e.g.<br />
Harvard University Faculty of Arts <strong>and</strong> Science, Stan<strong>for</strong>d University School of Education,<br />
or from the office of the Vice Chancellor or Dean, Research]. The reality is only a<br />
few <strong>India</strong>n <strong>in</strong>stitutions have an open access m<strong>and</strong>ate <strong>in</strong> place so far.<br />
3. Heads of Research Councils/ Apex bodies (such as CSIR, ISAR, ICMR, DRDO,<br />
UGC) m<strong>and</strong>at<strong>in</strong>g open access <strong>in</strong> all <strong>in</strong>stitutions com<strong>in</strong>g under their purview. There was<br />
an ef<strong>for</strong>t of this k<strong>in</strong>d at CSIR <strong>in</strong> 2009, but not many labora<strong>to</strong>ries complied with the<br />
request from the headquarters.<br />
3. The fund<strong>in</strong>g agencies [such as DST, DBT, DAE] m<strong>and</strong>at<strong>in</strong>g open access <strong>to</strong> all<br />
research papers result<strong>in</strong>g from projects funded by them, e.g. NIH <strong>and</strong> Howard Hughes<br />
Medical Institute <strong>in</strong> the USA, the Wellcome Trust <strong>and</strong> the Research Councils UK <strong>in</strong> the<br />
United K<strong>in</strong>gdom <strong>and</strong> the European Research Council<br />
4. Science Academies (<strong>in</strong>clud<strong>in</strong>g Academies of Agriculture, Eng<strong>in</strong>eer<strong>in</strong>g <strong>and</strong><br />
Medic<strong>in</strong>e) should play an active role <strong>in</strong> br<strong>in</strong>g<strong>in</strong>g about a culture of open access. After all<br />
they are the cus<strong>to</strong>dians of st<strong>and</strong>ards. It is not enough if they make their journals open access.<br />
They should advise the government <strong>to</strong> m<strong>and</strong>ate open access. So far they have not,<br />
whereas the National Knowledge Commission, which had a very short lifespan, did make<br />
a clear recommendation <strong>to</strong> the Prime M<strong>in</strong>ister.<br />
5. The M<strong>in</strong>isters <strong>in</strong> charge of M<strong>in</strong>istry of Human Resources Development <strong>and</strong> the<br />
M<strong>in</strong>istry of Science <strong>and</strong> Technology may <strong>to</strong>gether pilot an <strong>Open</strong> <strong>Access</strong> <strong>to</strong> Publicly<br />
Funded Research bill <strong>in</strong> the Parliament (similar <strong>to</strong> the FRPAA bill <strong>in</strong> the USA) <strong>and</strong> give<br />
open access legal status. Most research <strong>in</strong> the country is per<strong>for</strong>med by <strong>in</strong>stitutions under<br />
these two M<strong>in</strong>istries. The current M<strong>in</strong>ister <strong>in</strong> charge of Higher Education agreed <strong>to</strong> man-<br />
