of its existence, ICRISAT scientists have published about 4,500 papers <strong>in</strong> peer-reviewed<br />
journals; about 300 books have been published as well. A reasonable volume of tra<strong>in</strong><strong>in</strong>g<br />
materials have been generated. At the time when this meet<strong>in</strong>g <strong>to</strong>ok place, ICRISAT did<br />
not have a reposi<strong>to</strong>ry where at least all the research publications could be accessed publicly.<br />
The library services had been operat<strong>in</strong>g a bibliographic service provid<strong>in</strong>g citations<br />
only. A key research direc<strong>to</strong>r of ICRISAT agreed that open access was a potential route<br />
that ICRISAT could make use of.<br />
William Dar, Direc<strong>to</strong>r General of ICRISAT 86 s<strong>in</strong>ce 2000 is a champion of mak<strong>in</strong>g<br />
search results <strong>and</strong> documents freely <strong>and</strong> openly available. In his st<strong>in</strong>t <strong>in</strong> the Philipp<strong>in</strong>e<br />
agricultural research bodies <strong>in</strong> the ‘90s, he had promoted the use of web as a medium <strong>to</strong><br />
make available farmer extension material on mango <strong>and</strong> banana, important crops of the<br />
Philipp<strong>in</strong>es. He started a process of frequent discussions <strong>in</strong> the committee of ICRISAT<br />
research leaders on open access <strong>for</strong> peer-reviewed research publications. The practic<strong>in</strong>g<br />
researchers <strong>and</strong> the library staff were generally concerned about potential copyright<br />
fr<strong>in</strong>gement issues <strong>in</strong> relation <strong>to</strong> mak<strong>in</strong>g available peer-reviewed papers. In this background,<br />
he <strong>in</strong>itiated a large scale digitization <strong>and</strong> publication of all the pr<strong>in</strong>ted research<br />
publications where ICRISAT owned the copyright. By late 2008, about 48,000 pages<br />
equivalent of pr<strong>in</strong>ted publications were digitized <strong>and</strong> PDF copies were made available via<br />
ICRISAT web site. This step, which <strong>in</strong>volved much plann<strong>in</strong>g <strong>and</strong> meticulous work, was<br />
primarily carried out by the staff of the library services.<br />
This step also enabled the advocates of open access <strong>to</strong> take the discussions <strong>to</strong>wards<br />
the open access m<strong>and</strong>ate <strong>for</strong> peer-reviewed publications. By now, a broad underst<strong>and</strong><strong>in</strong>g<br />
that the sett<strong>in</strong>g up of an <strong>in</strong>stitutional reposi<strong>to</strong>ry would not contravene any <strong>in</strong>tellectual<br />
property obligations had emerged among the group of research leaders, thanks <strong>to</strong> the<br />
champion<strong>in</strong>g by the Direc<strong>to</strong>r General. In this background, William Dar, <strong>in</strong> a meet<strong>in</strong>g of<br />
the <strong>to</strong>p management <strong>in</strong> May 2009 asked that a <strong>for</strong>mal open access m<strong>and</strong>ate be endorsed<br />
which was accepted. S<strong>in</strong>ce then the IR at ICRISAT, hosted on a DSpace plat<strong>for</strong>m, has<br />
<strong>in</strong>creased its hold<strong>in</strong>g, <strong>and</strong> st<strong>and</strong>s at nearly 3,000 full text publications <strong>in</strong> peer-reviewed<br />
journals. The reposi<strong>to</strong>ry of pr<strong>in</strong>ted publications of ICRISAT has been merged with this<br />
reposi<strong>to</strong>ry. It was also the reason <strong>for</strong> ICRISAT hold<strong>in</strong>g a special workshop on open<br />
access <strong>for</strong> <strong>India</strong>n national agricultural research <strong>in</strong>stitutes <strong>and</strong> universities <strong>and</strong> professional<br />
societies <strong>in</strong> that sec<strong>to</strong>r that publish peer-reviewed journals (Sep 2009). <strong>India</strong>n Agricultural<br />
Research Institute (founded <strong>in</strong> 1905), the premier multi -discipl<strong>in</strong>ary research <strong>and</strong><br />
education <strong>in</strong>stitute of <strong>India</strong>, launched its IR with<strong>in</strong> a few weeks of this workshop. Two<br />
professional societies <strong>in</strong> agricultural sciences have made their journals open access.<br />
