Two months later, the reposi<strong>to</strong>ry had 50 papers. The library team <strong>in</strong>tensified its<br />

campaign. Us<strong>in</strong>g the RSS feeds facility of licensed multi-discipl<strong>in</strong>ary databases, the<br />

library easily received alerts about just published papers <strong>in</strong>dexed <strong>in</strong> those databases. The<br />

library team started send<strong>in</strong>g emails (with publisher self -archiv<strong>in</strong>g policies) <strong>to</strong><br />

correspond<strong>in</strong>g local authors request<strong>in</strong>g them <strong>to</strong> upload the post-pr<strong>in</strong>ts of the papers.<br />

See<strong>in</strong>g that many authors agreed <strong>and</strong> sent the post-pr<strong>in</strong>ts, others also started do<strong>in</strong>g the<br />

same.<br />

The library team prepared download statistics <strong>for</strong> the uploaded papers, parsed from<br />

the server log file, <strong>and</strong> sent them privately <strong>to</strong> the authors. Also, the library team employed<br />

the official library blog <strong>to</strong> garner support <strong>for</strong> open access. We <strong>in</strong>terviewed senior<br />

professors who were at once prolific authors <strong>and</strong> open access supporters <strong>and</strong> blogged the<br />

<strong>in</strong>terviews. We developed s<strong>to</strong>ries on well-cited papers available <strong>in</strong> the reposi<strong>to</strong>ry <strong>and</strong><br />

posted them on the blog.<br />

The researchers who uploaded their papers could see<br />

creased visibility of their papers. They realized that they<br />

could reach a wider audience. “I am often receiv<strong>in</strong>g requests<br />

<strong>for</strong> consult<strong>in</strong>g from small scale <strong>in</strong>dustries after I started<br />

load<strong>in</strong>g papers <strong>in</strong> Dspace”, says a professor of NITR.<br />

few journals. Many scientists started realiz<strong>in</strong>g the potential<br />

of the reposi<strong>to</strong>ry <strong>and</strong> started <strong>to</strong> send papers voluntarily <strong>for</strong> the<br />

reposi<strong>to</strong>ry. Through relentless campaign the library team could conv<strong>in</strong>ce many scientists<br />

<strong>in</strong> favour of deposit<strong>in</strong>g their papers <strong>in</strong> the <strong>in</strong>stitutional reposi<strong>to</strong>ry. However, we wanted<br />

<strong>in</strong>stitutional policy support <strong>to</strong> open access <strong>in</strong> the <strong>for</strong>m of a m<strong>and</strong>ate <strong>to</strong> make archiv<strong>in</strong>g<br />

part of the ma<strong>in</strong>stream work of our researchers. The library proposed <strong>to</strong> the Senate of<br />

NITR <strong>to</strong> m<strong>and</strong>ate archiv<strong>in</strong>g of locally produced research output <strong>in</strong> the <strong>in</strong>stitutional<br />

<strong>to</strong>ry. The Senate agreed <strong>to</strong> the proposal <strong>and</strong> <strong>for</strong>mally issued a note on open access m<strong>and</strong>ate<br />

on 12 May 2006 111 .<br />

A clause seek<strong>in</strong>g reposi<strong>to</strong>ry h<strong>and</strong>le number was <strong>in</strong>serted <strong>in</strong> the <strong>for</strong>ms related <strong>to</strong><br />

project approvals <strong>and</strong> permission <strong>to</strong> attend conferences. Through this step, it became<br />

necessary <strong>for</strong> researchers <strong>to</strong> upload all papers <strong>in</strong> order <strong>to</strong> get the h<strong>and</strong>le numbers. Without<br />

the h<strong>and</strong>le number the F<strong>in</strong>ance Department will not process their travel reimbursement<br />

claims. At present the reposi<strong>to</strong>ry holds more than 1,300 documents. After m<strong>and</strong>ate all<br />

conference papers are uploaded <strong>in</strong> the reposi<strong>to</strong>ry. As far as journal articles are concerned,<br />

80 per cent of journal papers published are uploaded <strong>in</strong> the reposi<strong>to</strong>ry till 2009.<br />
