II<br />
It is not enough if open access m<strong>and</strong>ates are <strong>in</strong> place. People should be tra<strong>in</strong>ed <strong>to</strong> set up<br />
<strong>and</strong> ma<strong>in</strong>ta<strong>in</strong> open access reposi<strong>to</strong>ries. And researchers should be tra<strong>in</strong>ed <strong>to</strong> self-archive<br />
<strong>and</strong> do so will<strong>in</strong>gly. Indeed, research scholars <strong>and</strong> young faculty will benefit a great deal<br />
if they attend carefully designed workshops on scholarly communication <strong>and</strong> open access.<br />
Similarly library <strong>and</strong> <strong>in</strong><strong>for</strong>mation professionals will benefit from tra<strong>in</strong><strong>in</strong>g programmes<br />
<strong>in</strong> access <strong>to</strong> knowledge.<br />
We need <strong>to</strong> have a strong element of advocacy. We suggest the <strong>for</strong>mation of<br />
Taxpayers Alliance (or Citizens) <strong>for</strong> <strong>Open</strong> <strong>Access</strong> <strong>and</strong> Students <strong>for</strong> <strong>Open</strong> <strong>Access</strong>. Concerned<br />
citizens can achieve what many <strong>for</strong>mal organizations cannot.<br />
III<br />
Both <strong>to</strong>p-down <strong>and</strong> bot<strong>to</strong>m-up approaches are needed <strong>in</strong> <strong>India</strong> <strong>to</strong> achieve anyth<strong>in</strong>g. Bot<strong>to</strong>m-up<br />
approaches will give a sense of participation. But often one f<strong>in</strong>ds <strong>to</strong>p-down approaches<br />
are necessary, as <strong>India</strong> still rema<strong>in</strong>s a hierarchical <strong>and</strong> feudal society.<br />
