ARTICLE 3 –PROCEDURES AND FEES:<br />
3.1 Designer & Contractor Qualifications: All dwellings within the <strong>Summerhouse</strong> community must<br />
be designed by either an architect or approved professional home designer, and all structures of<br />
every kind constructed by a licensed builder with a minimum of an Intermediate Contractor License.<br />
Landscape designs shall be completed by a Landscape architect or approved professional landscape<br />
designer and landscape elements installed by a licensed landscape contractor. All professionals shall<br />
acknowledge that they have read and understand these <strong>Guidelines</strong>. Evidence of qualifications shall<br />
be provided prior to submitting for a preliminary review, and builder qualifications shall be provided<br />
prior to the site staking inspection. See Submittal forms Three and Four and also Article 7 herein.<br />
3.2 Review Submittals: Prior to making a formal submittal, the owner may wish to obtain an opinion<br />
as whether or not their proposed home will be accepted under the current <strong>Guidelines</strong>. The ARC<br />
will perform a concept review with the submittal of a site contour plan and a minimum of four<br />
elevations. There is no charge for this review. These should be sent by e-mail to Richard Alsop,<br />
AIA ralsop@<strong>charette</strong><strong>architects</strong>.com. Expect up to seven days for a response. To begin the formal<br />
review process, fill out and sign the “<strong>Summerhouse</strong> <strong>Architectural</strong> Review Submittal – One”<br />
which is attached to the <strong>Summerhouse</strong> <strong>Architectural</strong> <strong>Guidelines</strong>. Review the guidelines carefully,<br />
since by signing this submittal you agree to conform to the guidelines. Mail, Fed Ex or hand deliver<br />
the completed, signed submittal and all required fees to the property management company listed on<br />
the Submittal.<br />
DO NOT SUBMIT ANY OTHER DOCUMENTS AT THIS TIME. YOU WILL BE<br />
NOTIFIED BY E-MAIL HOW TO MAKE OTHER REQUIRED SUBMITTALS. ALL<br />
FUTURE SUBMITTALS SHALL BE SUBMITTED TO THE ARC IN AN ALL DIGITAL<br />
FORMAT.<br />
3.3 <strong>Architectural</strong> Review Fee: A review fee of $1,000.00 made payable to the <strong>Summerhouse</strong><br />
Homeowner’s Association is required. This fee entitles the lot Owner up to three in-house reviews<br />
(one preliminary, one final and one re-submittal of a required plan) as well as three on-site visits to<br />
observe compliance (at staking, dry-in and construction completion once landscaping is installed).<br />
The property Owner is encouraged to submit all materials at the time of the initial review, including<br />
landscape, pools or other amenities since additional reviews will incur additional review fees. Any<br />
in-office review required after completion of the final review shall be $150.00 per review and any site<br />
visit required beyond those stated shall be $175.00 per visit (including re-reviews). For items not<br />
requiring a building permit, the review fee is $100.00. For additions to existing homes, not<br />
exceeding 25% of the value of the home, the review fee shall be $325.00 and include one site review<br />
at final completion. The CC&Rs permit up to 45 days for each review. For scheduling purposes,<br />
allow 20 days for each review. (minimum two reviews required)<br />
NOTE: Please read these documents carefully and include all requested information.<br />
Incomplete submittals may be rejected without further comment.<br />
3.4 Preliminary and Final Review Submittals<br />
A. Preliminary Reviews: The following items must be submitted to the ARC for preliminary<br />
approval. (Note: It is the responsibility of the Owner to ensure that all copyrighted documents<br />
are approved by their originator for copying digitally and submitting for the review process.<br />
Designers who reproduce copyrighted designs by others shall be liable to the HOA for any<br />
action taken against the HOA by the copyright holder for approving such designs.)<br />
