Sub project: WB4-MNE-ENV-12B: Management Models and Options for Cost Recovery for the Future Construction and
Operation of Regional Landfills in Montenegro
• Transposition of the Waste Incineration (WI) Directive is planned for 2010
– 2012. Transposition of the Landfill Directive through harmonization of
secondary legislation with the Urban Wastewater Treatment Directive and
Sewage Sludge Directive was planned in 2009. From 2010 – 2012, harmonization
with the following directives is planned:
- Batteries and accumulators Directive
- Waste Electrical and Electronic Equipment Directive (WEEE Directive)
and Restriction of Hazardous Substances Directive (RoHS Directive)
- End-of-life vehicles Directive
- Packaging and packaging waste Directive
- Waste oils Directive
- PCBs and PCTs disposal Directive.
From 2008 to 2012, most of the above prescribed activities have been realized.
Scope
4.3.6 National Waste Management Plan for 2008-2012
The Waste Management Plan in Montenegro for 2008-2012 was adopted in
February 2008. The Plan includes:
• Assessment of waste management
• Objectives of waste management
• Long and short-term measures for waste management in the planning period,
with the implementation dynamics
• Funding framework for the realization of the plan
• Plan realization paths and the responsible institutions
• Raising public awareness on waste management.
Objective
The main task of the Waste Management Plan in Montenegro for 2008-2012 is
the implementation of the strategic directions for waste management in the
country. These directions are as follows:
• Establishing an integrated waste management system, based on increasing
the amount of waste that is collected, reducing the amount of waste that is
disposed, and introducing recycling
• Remediation and closure of existing landfills
• Remediation of "hot spots" or locations highly affected by waste load.
• Development and establishment of inter-municipal (regional) sanitary
landfill with waste treatment before final disposal.
Furthermore, this Plan assigns to local self-governments the responsibility to
develop and implement waste management policy at the local level, through:
• Adopting programmes and plans for waste management in their territory
• Pursuing joint programs between two or more municipalities
• Estimating waste production
• Developing a plan for collecting and transporting
