The basic economic indicators cited in the foregoing table point to a fairly
healthy economy, with a positive GDP growth rate, continued declines in unemployment,
but which increasing debt as a percentage of GDP. Consumer
spending continues to increase.
In summary, the main development problems that Montenegrin municipalities
currently face are: high levels of unemployment, underdeveloped infrastructure,
low household income, low local government revenues, ageing population, low
population density, and lack of capacity of local governments for strategic
planning.
5.2 Review of forecasts for waste generation
One of the most important planning instruments for the sustainable and longterm
implementation of waste management system is a sound database regarding
current waste generation and qualities.
The data and information compiled were mainly from information holders out
of the 21 Montenegrin municipalities in the period November 2003 - February
2004 on waste related issues supported by available statistical data and own
assumptions of the corresponding consultants.
Planning perspective
On the basis of the Strategic Master Plan (2004) the perspective is based on the
following assumptions:
• The estimated demographic growths for the municipalities based on the
relevant regions are given below:
- Central Region – projected population growth is +0.81% for Nikšić
- Mountain Region – projected population growth is -0.68% for Pluţine
and Šavnik
• Waste generation, as was divided into regions, is as follows:
- Central Region - 0.80 kg/cap/day for Nikšić
- Mountain Region - 0.60 kg/cap/day for Pluţine and Šavnik
- Tourists - 1.5 kg/cap/day per overnight stay
- Refugees - 0.25 kg/cap/day
• Extension of the service area for collections in the short-term (from 2005
to 2009):
- in urban areas, stepwise increase in the service area from 85% to 92%
of total area
- in rural areas (population over 190 inhabitants), stepwise increase
from 15% to 27%.
• Extension of the service area for collections for the medium-term (from
2010 to 2014):
- in urban areas, stepwise increase of the service area from 93.3% to
100% of the total area
