In regard to equipment and staffing, the waste recovery or disposal facility
needs to fulfil some of following conditions set out by this Regulation:
- if the waste is not collected in the enclosed containers, canisters or
tanks, the facility shall be equipped with a wheel-washing system for
vehicles, and the wastewaters from wheel washing shall undergo
treatment in accordance with relevant national regulations.
- area for acceptance of the waste in the facility shall be equipped with
an electronic scale to weigh the vehicle and computer equipment for
issuing electronic receipt for the quantity (not mandatory for sites with
capacity below 10 tons a day or below 2000 tons a year).
- log file maintained;
- The facility shall comprise: the area for receiving and collection of the
accepted waste, the area for storage of the accepted waste, the area for
pre-treatment of the waste pending recovery or disposal, the area for
recovery or disposal, the area for storage and dispatching of residual
waste or disposable waste, the area for storage and dispatching of the
recovered waste, special premises for the facility operator.
- Description of operating process of the facility contains: description of
location and identification of risk source; Description of level of
equipment in the facility and location with a view to pollution prevention
and control; Description of technological process and level of
equipment for carrying out the operating process; Description of the
pollution prevention procedure and reporting and location-related
documents.
6 Regulation on WTN waste records consolidated reports (Official Gazette
GoM, No. 46/10)
This Regulation prescribes the format, content and manner of completion
of the waste transfer note; format, content and manner of maintaining the
record of quantity and types of waste - to be maintained by a waste producer,
legal or natural person which disposes of waste due to the performing
of operations of the waste recovery, collection and transport and by the
local government authority responsible for municipal waste management;
format and content of the annual report to be submitted to the local government
authority by a waste producer, legal or natural person which disposes
of waste due to the performing of operations of waste recovery, collection
and transport; content and manner of maintaining the register of
data on the waste production, waste management and issued permits; and
format and content of the consolidated report on the waste production,
waste management and issued permits to be submitted to the Environmental
Protection Agency.
In addition, the Regulation provides clear guidance on the format of the
Waste Transfer Note (WTN) and the manner of its completion. The WTN
