The following uses may be allowed through Use Review (the use is demonstrated to be
appropriate in the proposed location):
1. Congregate care facilities
2. Custodial care facilities
3. Residential care facilities
4. Fraternities, sororities and dormitories
5. Boarding houses
6. Hostels
7. Public and private offices providing social services
8. Campgrounds
9. Building material sales >15,000 square feet
10. Outdoor storage
11. Recycling centers and large collection facilities

Question: Why should the city allow more flexibility for restaurants in breweries, distilleries
and wineries and not for other restaurants in the industrial districts?
Response: This is a unique circumstance since tap and tasting rooms and the service of
alcohol are currently allowed in breweries, wineries and distilleries under the manufacturer’s
or wholesaler’s licenses they receive through the state. Consistent with the city’s adopted
policy regarding responsible alcohol consumption, the intent of the proposed change would
be to encourage food consumption where alcohol is served. In addition, the proposed
