Article XVII – Rule of Procedure – Robert’s Rules
In the absence of rules of procedure in the By-Laws and where the MAR BOD has no adopted rules of
procedure, the proceedings at:
MAR BOD meetings;
Executive Committee meetings;
Formal meetings of Standing or Special Committees
shall be governed by the parliamentary procedures as set out in Robert’s Rules of Order.
Article XVIII – Budget
1. The MAR shall adopt and maintain a balanced budget.
2. The MAR shall use the FJMC’s subventions for the administrative and operating expenses of the MAR.
3. The budget shall include a line item to cover the full amount of the President’s standard costs for
registration, transportation, and hotel expenses at the FJMC’s convention.
4. The Budget Committee shall prepare a budget for the following year and present that budget in writing to
the MAR BOD no later than the 4 th quarter’s MAR BOD meeting.
5. The MAR shall submit its budget to FJMC, annually, for approval by the FJMC Treasurer.
6. The Audit Committee shall audit all financial accounts of MAR annually and provide written report to the
MAR BOD no later than the 2 nd quarter’s MAR BOD meeting.
Article XIX – Questions of Synagogue and/or Religious Policy
1. MAR, in all matters of Jewish law and practice, will follow the standards set and interpreted by the
Spiritual Advisor.
2. In the event that a dispute in matters not concerning Jewish law and practice between MAR and the
Rabbi(s) of the MCs or Synagogue(s) develops, MAR may call on the Executive Director of FJMC or his
representative to mediate.
Article XX – Representation
Consistent with the FJMC’s By-Laws, the president shall appoint members of the MAR BOD as
representatives to the FJMC’s Board of Directors and to such other FJMC committees as he deems
appropriate.
Article XXI – Amendments
These By-Laws may be amended or revised by an affirmative vote of two-thirds of a quorum of the MAR
BOD present at a meeting designated for that purpose. Copies of proposed amendments shall be served on the
members and individuals at least 15 days prior to the meeting.
