EDMONTON - The public could have its say this<br />

spring on whether homeowners should be charged<br />

for the amount <strong>of</strong> garbage they throw out, says a<br />

report released Thursday.<br />

The five options include cutting fees for singlefamily<br />

homes that don’t produce more than<br />

one container each <strong>of</strong> trash and recyclables each<br />

collection period, allowing them to buy tags for<br />

extra junk, or letting them put out extra waste free,<br />

twice a year.<br />

The other suggestions are keeping the current<br />

$33.20 monthly flat fee, or introducing a base<br />

fee that covers one container each <strong>of</strong> trash and<br />

recyclables at every collection and charging for<br />

additional material.<br />

The last choice is similar to tag-a-bag schemes the<br />

city has studied four times in the past 20 years,<br />

which supporters felt would reward people who cut<br />

down on their garbage.<br />

But there were complaints the proposal penalized<br />

large, low-income families and people who dispose<br />

<strong>of</strong> material related to medical conditions.<br />

There were also concerns about extra<br />

administration costs and illegal dumping by people<br />

trying to save money.<br />

The latest public consultation plan would give<br />

people a chance in April to complete an online<br />

survey, phone in comments or attend one <strong>of</strong> four<br />

open houses.<br />
