April 2010<br />

Report following the council meeting<br />

<strong>of</strong> the <strong>Australian</strong> <strong>and</strong> <strong>New</strong> Zeal<strong>and</strong><br />

<strong>College</strong> <strong>of</strong> Anaesthetists held on<br />

April 16, <strong>2011</strong><br />

Council welcomed Dr Vanessa Beavis,<br />

NZ National Committee Chair, Dr Yvette<br />

Gainey, <strong>ANZCA</strong> Trainee Committee<br />

co-Chair, <strong>and</strong> Dr Andrew Schneider,<br />

<strong>Australian</strong> Society <strong>of</strong> Anaesthetists<br />

(ASA) Executive Councillor attending<br />

on behalf <strong>of</strong> the president.<br />

Death <strong>of</strong> Fellows <strong>and</strong> trainees<br />

Council noted with regret the death<br />

<strong>of</strong> the following Fellows:<br />

• Dr Noel Johan Colin-Thome (VIC),<br />

F<strong>ANZCA</strong> 1999<br />

• Dr Ruth Molphy, MBE (QLD),<br />

F<strong>ANZCA</strong> 1992, FFARACS 1952<br />

<strong>College</strong> Elections<br />

Dr Kerry Br<strong>and</strong>is, Pr<strong>of</strong>essor Kate Leslie,<br />

Pr<strong>of</strong>essor Alan Merry <strong>and</strong> Associate<br />

Pr<strong>of</strong>essor David Scott have been reelected<br />

to council, with Dr Richard<br />

Waldron as the unsuccessful c<strong>and</strong>idate.<br />

The results will be ratified at the Annual<br />

General Meeting in Hong Kong.<br />

Dr David Jones has been re-elected<br />

as the Dean <strong>of</strong> the Faculty <strong>of</strong> Pain<br />

Medicine.<br />

<strong>College</strong> Honours<br />

Associate Pr<strong>of</strong>essor Tony Quail has been<br />

appointed Pr<strong>of</strong>essor <strong>and</strong> Conjoint Chair<br />

<strong>of</strong> Anaesthesia <strong>and</strong> Intensive Care at<br />

the University <strong>of</strong> <strong>New</strong>castle.<br />

Admissions to Fellowship<br />

Since 2007, the work <strong>of</strong> the assessor has<br />

been <strong>of</strong>ficially delegated to the Director<br />

<strong>of</strong> Pr<strong>of</strong>essional Affairs (DPA) Assessor<br />

<strong>and</strong>, since 2010, the DPA Deputy<br />

Assessor. Although by custom, the<br />

president has checked <strong>and</strong> signed <strong>of</strong>f all<br />

files along with the DPAs, the <strong>ANZCA</strong><br />

regulations do not stipulate a role for<br />

the president in the admissions process<br />

apart from as a member <strong>of</strong> council.<br />

Council resolved that this role for the<br />

president is no longer required <strong>and</strong> that<br />

the role <strong>of</strong> the assessor will be abolished<br />

in the constitutional revision.<br />

Education <strong>and</strong> Training<br />

E-Learning Working Group: With the<br />

disb<strong>and</strong>ment <strong>of</strong> the distance education<br />

<strong>and</strong> clinical teaching development<br />

working groups, Council supported the<br />

formation <strong>of</strong> an E-Learning Working<br />

Group (ELWG) for the period May <strong>2011</strong><br />

to April 2013. Details will be made<br />

available on the <strong>College</strong> website.<br />

Supervisor <strong>of</strong> Training Working<br />

Group: Council approved that a<br />

working group be established to<br />

develop a process for the selection,<br />

induction, training, support <strong>and</strong> tenure<br />

<strong>of</strong> supervisors <strong>of</strong> training, reporting to<br />

the Education <strong>and</strong> Training Committee<br />

(ETC).<br />

Fellowship Affairs<br />

The Fellowship Affairs Committee (FAC)<br />

resolved that the locations for the 2015,<br />

2016 <strong>and</strong> 2017 annual scientific meetings<br />

are to be:<br />

• 2015 – Adelaide<br />

• 2016 – Auckl<strong>and</strong><br />

• 2017 – Brisbane<br />

Internal Affairs<br />

Dr Mike Richards announced his<br />

resignation as Chief Executive Officer,<br />

with July 15, <strong>2011</strong> to be his last day at<br />

the <strong>College</strong>.<br />

Knowledge Resources Review: A<br />

management review <strong>of</strong> the Knowledge<br />

Resources Group (archives, library <strong>and</strong><br />

museum) was initiated in November<br />

2010 <strong>and</strong> undertaken by Mr Allan<br />

Meers. Council indicated its support<br />

for the general direction <strong>of</strong> the<br />

recommendations <strong>and</strong> a copy <strong>of</strong> the<br />

report will be made available on the<br />

<strong>ANZCA</strong> website.<br />

Indigenous Health Committee:<br />

Council supported the transformation<br />

<strong>of</strong> this working group into a committee.<br />

Terms <strong>of</strong> reference <strong>and</strong> membership<br />

details will be made available on the<br />

<strong>ANZCA</strong> website.<br />

<strong>ANZCA</strong> regulations: Regulations 2.3,<br />

2.4, 2.5, 3, 4, 6, 9, 11, 12, 16, 24, 25 <strong>and</strong><br />

34 have been amended to incorporate<br />

voting rules <strong>and</strong> definition <strong>of</strong> a quorum.<br />

Pr<strong>of</strong>essional Documents<br />

PS3 – Guidelines for the Management<br />

<strong>of</strong> Major Regional Analgesia: This<br />

document has been approved by Council<br />

<strong>and</strong> will be circulated to regional/<br />

national committees <strong>and</strong> relevant<br />

special interest groups for comment.<br />

PS39 – Minimum St<strong>and</strong>ards for<br />

Intrahospital Transport <strong>of</strong> Critically Ill<br />

Patients: The document development<br />

group will consist <strong>of</strong> a representative<br />

from <strong>ANZCA</strong>, the <strong>College</strong> <strong>of</strong> Intensive<br />

Care Medicine <strong>of</strong> Australia <strong>and</strong> <strong>New</strong><br />

Zeal<strong>and</strong> (CICM) <strong>and</strong> the Australasian<br />

<strong>College</strong> for Emergency Medicine<br />

(ACEM), along with Dr Peter Roessler<br />

in his capacity as DPA Pr<strong>of</strong>essional<br />

Documents. Associate Pr<strong>of</strong>essor Paul<br />

Forrest has been invited to be the<br />

<strong>ANZCA</strong> representative.<br />
