<strong>Shatin</strong> <strong>to</strong> Central Link and Kwun T<strong>on</strong>g Line Extensi<strong>on</strong><br />

The <str<strong>on</strong>g>MTR</str<strong>on</strong>g> <str<strong>on</strong>g>Corporati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>welcomes</str<strong>on</strong>g> the Government’s <str<strong>on</strong>g>decisi<strong>on</strong></str<strong>on</strong>g> for the<br />

<str<strong>on</strong>g>Corporati<strong>on</strong></str<strong>on</strong>g> <strong>to</strong> proceed with further planning and design for the<br />

<strong>Shatin</strong> <strong>to</strong> Central Link and the Kwun T<strong>on</strong>g Line Extensi<strong>on</strong> <strong>to</strong> Whampoa.<br />

“The <strong>Shatin</strong> <strong>to</strong> Central Link and the Kwun T<strong>on</strong>g Line Extensi<strong>on</strong> will<br />

mark an important milest<strong>on</strong>e for railway services in H<strong>on</strong>g K<strong>on</strong>g.<br />

These two railway lines, with a combined length of 20 km, will<br />

benefit not <strong>on</strong>ly the residents in the areas al<strong>on</strong>g the alignments,<br />

they will also add <strong>to</strong> our existing network providing more c<strong>on</strong>venient<br />

rail services <strong>to</strong> the people of H<strong>on</strong>g K<strong>on</strong>g, ” said Mr C K Chow, Chief<br />

Executive Officer of the <str<strong>on</strong>g>MTR</str<strong>on</strong>g> <str<strong>on</strong>g>Corporati<strong>on</strong></str<strong>on</strong>g>.<br />

The <strong>Shatin</strong> <strong>to</strong> Central Link and the Kwun T<strong>on</strong>g Line Extensi<strong>on</strong> are<br />

expected <strong>to</strong> provide 12,000 employment opportunities during<br />

c<strong>on</strong>structi<strong>on</strong>.<br />

<strong>Shatin</strong> <strong>to</strong> Central Link<br />

The 17-km <strong>Shatin</strong> <strong>to</strong> Central Link will have two comp<strong>on</strong>ents.<br />

Firstly, the secti<strong>on</strong> from Tai Wai <strong>to</strong> Hung Hom is an 11-km extensi<strong>on</strong><br />

of the Ma On Shan Line. It will extend from Tai Wai Stati<strong>on</strong>, through<br />

Diam<strong>on</strong>d Hill, Kai Tak, To Kwa Wan, Ma Tau Wai, Ho Man Tin c<strong>on</strong>necting<br />

<strong>to</strong> the West Rail Line at the Hung Hom Stati<strong>on</strong> <strong>to</strong> form the east-west<br />

rail corridor. Sec<strong>on</strong>dly, the cross harbour secti<strong>on</strong>, a 6-km<br />

extensi<strong>on</strong> from the Hung Hom Stati<strong>on</strong> of the East Rail Line, will<br />

be extended across the harbour <strong>to</strong> the new stati<strong>on</strong>s at Exhibiti<strong>on</strong><br />

and Admiralty and form the north-south corridor. To meet the<br />

operati<strong>on</strong>al requirements of the new rail service, there will be<br />

a train depot at Diam<strong>on</strong>d Hill.<br />

The c<strong>on</strong>structi<strong>on</strong> of the secti<strong>on</strong> from Tai Wai <strong>to</strong> Hung Hom is expected<br />

<strong>to</strong> commence in 2010 for completi<strong>on</strong> in 2015, while the secti<strong>on</strong> from<br />

Hung Hom <strong>to</strong> Admiralty is expected <strong>to</strong> complete in 2019.<br />

With the new rail lines in service, the rail journey time from Tai<br />

Wai <strong>to</strong> Admiralty will be reduced from the existing 29 minutes <strong>to</strong><br />

17 minutes. It will also alleviate road traffic c<strong>on</strong>gesti<strong>on</strong> in the<br />

existing developed areas, leading <strong>to</strong> better air quality. In terms<br />

of saving in travel time, the <strong>Shatin</strong> <strong>to</strong> Central Link is expected<br />

<strong>to</strong> bring an annual transport benefit of HK$4.1 billi<strong>on</strong> in year 2021.<br />

The new rail line will serve 300,000 residential and 283,000<br />

employment populati<strong>on</strong>s. It will also form an important comp<strong>on</strong>ent<br />

of the Kai Tak Development with a public transport service not <strong>on</strong>ly<br />

for the proposed new commercial and residential developments, but<br />

also the Multi-Purpose Stadium Complex and other leisure facilities<br />

planned for Kai Tak. It will rejuvenate the To Kwa Wan and Kowlo<strong>on</strong><br />

City areas.<br />

The HKSAR Government has decided <strong>to</strong> adopt the C<strong>on</strong>cessi<strong>on</strong> Approach<br />

<strong>to</strong> provide funding for the capital cost of the <strong>Shatin</strong> <strong>to</strong> Central<br />

Link, which is estimated at HK$37.4 billi<strong>on</strong>. Up<strong>on</strong> completi<strong>on</strong> of<br />

its c<strong>on</strong>structi<strong>on</strong>, the <str<strong>on</strong>g>Corporati<strong>on</strong></str<strong>on</strong>g> will operate the rail lines under<br />

the existing service c<strong>on</strong>cessi<strong>on</strong> agreement which includes<br />

c<strong>on</strong>cessi<strong>on</strong> payments <strong>to</strong> the Government. Whilst the <str<strong>on</strong>g>Corporati<strong>on</strong></str<strong>on</strong>g><br />

starts preparati<strong>on</strong> for the further planning, it will c<strong>on</strong>tinue <strong>to</strong><br />

discuss the detailed arrangements of the project with the<br />

Government.<br />

Kwun T<strong>on</strong>g Line Extensi<strong>on</strong><br />

The Kwun T<strong>on</strong>g Line Extensi<strong>on</strong> will extend from Yau Ma Tei Stati<strong>on</strong><br />

of the existing Kwun T<strong>on</strong>g Line, via Ho Man Tin stati<strong>on</strong> which<br />

interc<strong>on</strong>nects with the <strong>Shatin</strong> <strong>to</strong> Central Link <strong>to</strong> Whampoa. The 3-km<br />

extensi<strong>on</strong>, expected <strong>to</strong> be completed in 2015, will serve 146,000<br />

residents in the Whampoa and Hung Hom areas. The Kwun T<strong>on</strong>g Line<br />

Extensi<strong>on</strong> is expected <strong>to</strong> bring an annual transport benefit of HK$0.4<br />

billi<strong>on</strong> in year 2016.<br />

As an extensi<strong>on</strong> of the existing Kwun T<strong>on</strong>g Line owned by the<br />

<str<strong>on</strong>g>Corporati<strong>on</strong></str<strong>on</strong>g>, the extensi<strong>on</strong> is expected <strong>to</strong> be invested and built<br />

by the <str<strong>on</strong>g>Corporati<strong>on</strong></str<strong>on</strong>g>. The estimated project cost of the Kwun T<strong>on</strong>g<br />

Line Extensi<strong>on</strong> is about HK$4.2 billi<strong>on</strong> and funding support of<br />

approximately HK$2.2 billi<strong>on</strong> is required. The <str<strong>on</strong>g>Corporati<strong>on</strong></str<strong>on</strong>g> has<br />

proposed <strong>to</strong> adopt the proven “Rail plus Property Model” using the<br />

property development rights of a site at the former Valley Road<br />

Estate site <strong>to</strong> fill the funding gap.<br />

The <str<strong>on</strong>g>Corporati<strong>on</strong></str<strong>on</strong>g> will join the HKSAR Government <strong>to</strong> c<strong>on</strong>sult the local<br />

communities and <strong>to</strong> listen <strong>to</strong> their views so that the new railway<br />

lines will be built <strong>to</strong> meet the needs of the communities.<br />
