Analysis of constrains and measures planned to overcome them • To fast track the reconstitution of traditional councils in line with the Framework Act, 2003, by finalising the appointment of a service provider for the purpose of verifying boundaries, population statistics and supporting the holding of elections • Together with SALGA-Mpumalanga, ensure that municipalities provide budgets for the participation of traditional leaders in municipalities • Implement the departmental reviewed structure to be in line with national Treasury guidelines 58
