low-income households for whom medical needs are<br />

typically greater than the middle <strong>and</strong> high income<br />

groups. Tackling inequalities helps to improve overall<br />

health indices <strong>of</strong> the country.<br />

It has been identified that many inter-related issues<br />

<strong>and</strong> challenges faced by the health sector require a<br />

coordinated <strong>and</strong> concerted effort. These efforts must<br />

be coordinated within the health sector, <strong>and</strong> also with<br />

other sectors. While the <strong>Ministry</strong> <strong>of</strong> Health will take the<br />

lead in planning for the sector, it needs to ensure the<br />

full participation <strong>of</strong> all those involved in contributing<br />

to a healthy nation. In view <strong>of</strong> this need, the <strong>Ministry</strong><br />

<strong>of</strong> Health will be restructured to become more results<br />

oriented <strong>and</strong> responsive to people’s needs. This will<br />

require additional resources, in terms <strong>of</strong> financing,<br />

human resources <strong>and</strong> physical infrastructure.<br />

The future healthcare delivery system will employ<br />

an integrated approach with three functional arms,<br />

namely: (i) preventive, (ii) curative <strong>and</strong> (iii) welfare. The<br />

<strong>Ministry</strong> <strong>of</strong> Health has made a commitment towards<br />

the policies <strong>of</strong> the Government that reflect the health<br />

concerns <strong>of</strong> vulnerable populations, particularly in<br />

estates, <strong>and</strong> remote rural areas.<br />

The future healthcare system needs to recognize that<br />

individuals have more responsibility for maintaining<br />

good health <strong>and</strong> to ensure that people have better<br />

access to healthcare system in an appropriate way.<br />

The free health service for every citizen is preserved.<br />

Allocation <strong>of</strong> public funds will be based on the<br />

emerging priorities <strong>of</strong> the health sector.<br />

The aim <strong>of</strong> the Government is to create a healthier<br />

nation that contributes to its economic, social, mental<br />

<strong>and</strong> spiritual development. The future health system is<br />

expected to be a patient-focused system that provides<br />

services closer to the client. It is a system which<br />

ensures easy access to modern health care services <strong>and</strong><br />

supports a high quality <strong>of</strong> life.<br />

Towards an Excellent<br />

Healthcare System<br />

Excellence in healthcare is planned to be achieved<br />

through the provision <strong>of</strong> patient-focused,<br />

comprehensive <strong>and</strong> high quality service. State, working<br />

in partnership with the private sector, will ensure<br />

equitable access to the health services.<br />

Private sector involvement in the healthcare network<br />

will be encouraged under a well-regulated system<br />

in order to provide high quality <strong>and</strong> safe healthcare<br />

services.<br />
