equitably priced services. It is therefore, feasible to<br />

price services on an economic <strong>and</strong> equitable basis.<br />

Environmentally Sensitive Development<br />

As aggressive development takes place, environmental<br />

factors will be carefully considered <strong>and</strong> respected.<br />

The National Physical <strong>Planning</strong> Policy takes into<br />

account the need to conserve the environmentally<br />

sensitive central region as well as the coastline, <strong>and</strong><br />

minimize population pressures on them. In addition,<br />

development plans will consider factors such as<br />

changing climatic conditions <strong>and</strong> the increased<br />

incidence <strong>of</strong> disasters such as l<strong>and</strong>slides, floods, <strong>and</strong><br />

droughts.<br />

Development plans <strong>and</strong> guidelines will include criteria<br />

to ensure the long term sustainability, environmental<br />

sensitivity, <strong>and</strong> climate resilience <strong>of</strong> planned cities.<br />

Sprawl <strong>of</strong> settlements will be controlled <strong>and</strong> highdensity<br />

(vertical) development alternatives with<br />

plenty <strong>of</strong> open spaces will be encouraged. Greening<br />

<strong>of</strong> settlements will be pursued as well, to create<br />

conducive living environments for our people.<br />

Mobilizing Private Investment<br />

The government will spearhead the development <strong>of</strong><br />

Master Plans <strong>and</strong> development regulations for the key<br />

urban areas. These plans are expected to create the<br />

clarity <strong>and</strong> enabling environment necessary to unleash<br />

significant private investment in their development.<br />

A range <strong>of</strong> financing strategies will be used in order<br />

to boost investment in planned large scale urban<br />

infrastructure <strong>and</strong> services. Several models such<br />

as BOT (Build, Operate <strong>and</strong> Transfer), BOOT (Build,<br />

Own, Operate <strong>and</strong> Transfer) <strong>and</strong> BOO (Build, Own<br />

<strong>and</strong> Operate) for private sector participation will be<br />

promoted. The issuance <strong>of</strong> bonds <strong>and</strong> other instruments<br />

for public participation in the financing <strong>of</strong> development<br />

will be explored.<br />

Complicated <strong>and</strong> lengthy procedures, rules <strong>and</strong><br />

regulations in the development process will be<br />

evaluated <strong>and</strong> streamlined reducing ambiguity <strong>of</strong><br />

procedures, time needed for approvals, <strong>and</strong> uncertainty<br />

for investors.<br />
