Fish processing zones will be located at Negombo,<br />
Beruwala, Galle, Mirissa, Hambantota, Batticaloa,<br />
Trincomalee, Point Pedro <strong>and</strong> Mannar.<br />
Fish products like dried fish, canned fish <strong>and</strong> Maldives<br />
fish will be produced domestically. Importation will<br />
be confined to highly specified products for use in the<br />
tourism industry.<br />
Local investors will have a good basis for investment<br />
in this sector with the provision <strong>of</strong> infrastructure <strong>and</strong><br />
necessary fiscal packages.<br />
Sri Lanka will be brought into fifth place among<br />
49 countries which harvest tuna while exp<strong>and</strong>ing<br />
production from about 90,000 mt in 2009 to 175,000<br />
mt in 2020.<br />
All inl<strong>and</strong> water bodies will be converted into fishing<br />
grounds. The scientists <strong>and</strong> graduates aqua culturists<br />
will have jobs to contribute their knowledge to boost<br />
the industry.<br />
The marine <strong>and</strong> brackish water shrimp culture system<br />
will be developed for domestic trade as well as for<br />
export.<br />
Cage farms will be established in Batticaloa,<br />
Trincomalee, Hambantota, Negombo, Chilaw,<br />
Elephant Pass <strong>and</strong> Puttalam on the public private<br />
partnership basis. Individual interest groups will be<br />
trained <strong>and</strong> form forward contracts with exporters.<br />
Producers will be insured with an insurance scheme<br />
to manage the risk <strong>of</strong> farming.<br />
Shrimps, Prawns, Crabs, Lobsters <strong>and</strong> Sea Cucumbers<br />
will be grown intensively in cage farms. This will be<br />
promoted as an alternative livelihood activity. The<br />
value <strong>of</strong> exports will be Rs. 10 billion per annum by<br />
year 2020.<br />
The younger generation will be attracted to the<br />
sector with modern fishing gear, with the provision<br />
<strong>of</strong> higher pr<strong>of</strong>essional knowledge through an<br />
institutional network (Eg- NIFNE, Universities).<br />
The annual production <strong>of</strong> fingerlings will be increased<br />
to 80 million by 2020. Fishery production from<br />
aquaculture will be at a rate <strong>of</strong> about11 percent per<br />
year <strong>and</strong> production will reach 130,000 metric tons by<br />
2020.<br />
Community based organizations (CBO) will link with<br />
private entrepreneurs. The registered CBO’s will be<br />
given authority to manage tanks under the supervision<br />
<strong>of</strong> aqua culturists <strong>and</strong> Divisional Secretaries.<br />
Sri Lanka will be a pioneer in the tropical ornamental<br />
fish <strong>and</strong> aquatic plants trade in the world.<br />
The youth organizations which operate at Divisional<br />
Secretariat level will become young export builders <strong>of</strong><br />
the ornamental fish industry. The exporter <strong>and</strong> several<br />
young export builders will form a buy back system.<br />
Technical assistance will provide through government<br />
institutions.<br />
The dem<strong>and</strong> for planting material for aquatic plants<br />
will be met through tissue culture.<br />
Fishing grounds will be identified by using satellite <strong>and</strong><br />
remote sensing techniques. Data will be transferred<br />
to the control room <strong>of</strong> the harbour. That data will be<br />
redistributed to the multi day boats <strong>and</strong> trawlers.<br />
The Udawalawa, Dambulla, Iginiyagala <strong>and</strong> Nuwara<br />
Eliya aquaculture development centres will be<br />
developed with modern technology. Two fish<br />
hatchery centres will be developed in affiliation<br />
with the Dambulla <strong>and</strong> Udawalawa aquaculture<br />
development centres.<br />
Private entrepreneurs will be encouraged through<br />
marketing <strong>and</strong> financing facilities, in the promotion<br />
<strong>of</strong> the inl<strong>and</strong> fishery industry including ornamental<br />
fish production.<br />
The Ginigathhena <strong>and</strong> Rambadagalle ornamental fish<br />
breeding <strong>and</strong> training centres will be developed as<br />
pioneer bodies where aquarium fish are bred, reared<br />
<strong>and</strong> exported as lovable pets with inter links to local<br />
producers <strong>and</strong> exporters.<br />
