Industrial Port City – Trincomalee<br />

Improved Facilities for Provincial <strong>and</strong> District<br />

Capitals<br />

Provincial <strong>and</strong> district capitals in the country will be<br />

provided with modern facilities to meet the economic,<br />

social <strong>and</strong> cultural needs <strong>of</strong> the population in the<br />

province. The already congested urban areas will be<br />

exp<strong>and</strong>ed by developing alternative urban centres<br />

or satellite towns. They will be environmentally<br />

sustainable keeping homogeneous culture <strong>of</strong> the<br />

country.<br />

Trincomalee will be developed as an industrial port<br />

city. The industrial zone in Trincomalee will be fuelled<br />

by the Sampoor power plant <strong>and</strong> linked to the world<br />

through development <strong>of</strong> the harbour. The lagoon <strong>and</strong><br />

its surroundings will be developed as a key tourism<br />

attraction <strong>and</strong> for public recreational activities. Mutur,<br />

Kinniya, Kantale, Gomarankadawela <strong>and</strong> Pulmodai will<br />

be developed as second order cities in the area.<br />

Strengthening <strong>Planning</strong> <strong>and</strong><br />

Development Management<br />

Haphazard development <strong>of</strong> our urban areas will be<br />

remedied. Urban Development Plans will be formulated<br />

<strong>and</strong> enforced for each city. These urban development<br />

plans will be integrated at district, provincial, <strong>and</strong><br />

metro region levels.<br />

Accordingly, district, provincial <strong>and</strong> metropolitan<br />

planning committees will be set up. These committees<br />

will be independent bodies comprising representatives<br />

<strong>of</strong> elected Local Authorities <strong>and</strong> will review urban<br />

development plans <strong>and</strong> integrate them with the<br />

economic <strong>and</strong> settlement plans for the areas under<br />

their purview. <strong>Planning</strong> will be medium term with a<br />

20-year perspective plan providing the framework for<br />

immediate action plans.<br />

Satellite based spatial information such as high<br />

resolution digital maps <strong>and</strong> Geographical Information<br />

System (GIS) applications will be used in all the<br />

development planning activities, <strong>and</strong> public access to<br />

this information will be ensured.<br />

Integrated Urban Development<br />

Adequate <strong>and</strong> High Quality Services<br />

Providing adequate, high quality urban services such as<br />

solid waste management, sewerage, etc. will be ensured<br />

through a concerted investment programme. The<br />

pricing <strong>of</strong> such services will reflect the full economic<br />

cost <strong>of</strong> providing them. Cities are centres <strong>of</strong> economic<br />

activity <strong>and</strong> their residents will be able to afford<br />
