Town Manager’s Report Matthew B. Galligan Town Manager For Fiscal Year 2007/2008, the Town has once again been able to control expenditures and increase revenues, which has produced a positive impact on our Fund Balance. Town Staff, in conjunction with the Board of Education, has under spent the budget by $754,212. At the same time, revenues have exceeded expectations by $587,814 thereby producing a positive impact to the Fund Balance of $1,342,026. This helps to keep our standings with Moody’s and Standard & Poor’s. I want to thank the Board of Education and all staff members for their due diligence in monitoring their spending plan. As always, our staff and volunteers are constantly looking for ways to improve the delivery of services. Their training and use of Total Quality Management practices towards their daily operations has allowed for the most cost effective delivery of services to the Community. During this fiscal year, there were various Federal and State unfunded mandates that have had major impacts on how local governments operate. I have lobbied to try to lessen these impacts and I could not have done it without the help of our State Senator Gary LeBeau, State Representative Bill Aman, and Representative Michael Christ. Without their continued support and knowledge, the impacts might have been greater. I also want to thank the entire Town Council, as they have supported my efforts at the Capitol, as well as put various financial policies and procedures in place, which have kept the Town of South Windsor’s financial stability in tact. Staff and I continue to focus our efforts in the Community on our strategic planning process. We continue those initiatives throughout residential, business, open space, and recreational needs so that we keep South Windsor a balanced community. We will have some challenges ahead of us with the rehabilitation of our Sewer Plant. Hopefully, if planned correctly, we will be able to achieve financial funding from the State of Connecticut through the Clean Water Fund. This will be a major issue in order to keep our services in tact, our environment healthy, and our financials in good condition when we go out to bond. I thank the Town Council, Boards and Commissions, Volunteers, and Staff for providing a strong management team that helps to serve the residents of South Windsor by providing a quality environment to live, work, and play. I would of course like to thank our residents for the support that they have given to the Town Government.
