The Finance Department, which strives to
provide quality service, works closely with all
Town departments in order to fulfill its
responsibilities. Its primary responsibility is the
recording and reporting of all financial activity in
accordance with state statutes. The Finance
Department, also, administers the Town’s
payroll, which includes approximately 175
permanent and 250 seasonal employees. Some
of the department’s additional functions include
completing all internal and external financial
reports, processing accounts payable,
reconciling all bank accounts, preparing the
annual budget, and assisting the Town
Manager’s Office as necessary. For the Fiscal
Year 2007/2008, 3,022 purchase orders were
processed, 16 bank accounts were reconciled
each month, and approximately 8,500 checks
were issued by the Finance Department.

The Housing Authority of the Town of South
Windsor (HASW) administers 70 single-bedroom
apartments for the Elderly or Disabled. Persons
eligible of Elderly Housing are individuals who
have attained the age of sixty-two years or over.
Also, Disabled Persons who have not attained
the age of sixty-two years or older may apply by
furnishing the required documentation verifying
their Social Security Disability status. Income
limits at this time are $39,550/single and
$45,200/couple.
The HASW is not a town agency but rather a
corporation (“public body corporate and politic”)
reporting to the Connecticut Housing Finance
Authority (CHFA). The HASW does not expend
any South Windsor tax dollars to operate and
maintain its facilities. All maintenance is
performed by Authority Staff or contracted out to
local companies. Annually the Authority remits a
payment to the town of South Windsor. Our
PILOT (Payment In Lieu Of Taxes) is
approximately $23,000.
South Windsor such as Watson Farm, Berry
Patch I & II, and the to-be-built (and named) 88
unit complex off Kelly Road. As the population of
Connecticut continues to “age in place”, the
need of housing for older persons continues to
increase. The Authority desires to keep our
present elderly residing in town while offering an
opportunity for the elderly living in other
communities to move here with us.
The Housing Authority still continues to seek
sources of funding to construct a Congregate/
Assisted Living facility on the land next to our
Flax Hill apartments. Such a facility will allow
our present tenants, and other area elderly of
low-moderate income, to continue to live in
South Windsor should they no longer be capable
of independent living.
